In Tallinn on the morning of October 31, police shot and killed 33-year-old Jaanus Käärman, who, according to eyewitnesses, was walking around the city with knives in his hands, barefoot and with a rope around his neck. The police arrived at the scene after calls from passers-by, who, according to a police spokesman, "were very frightened." According to video footage of the incident released by Estonian media, the police started shooting after the man ran towards them, waving his arms.
