Tatarstan ahead of Chechnya will legalize a special contractual relationship with Moscow, but without sovereignty
On Wednesday, Russian President Vladimir Putin introduced a bill "On the approval of an agreement on the delimitation of subjects of jurisdiction and powers between state authorities of the Russian Federation and state authorities of the Republic of Tatarstan." This is the first and, it seems, one of the only two republics that, after the revision of the relations of the center with the regions, will receive the right to special contractual relations with Moscow.
