The law crept up unnoticed
On February 3, the Legislative Assembly hastily adopted a new law on its own elections, which was prepared in deep secrecy. 32 deputies from United Russia, some non-party members and, apparently, some communists and “Socialist Revolutionaries” voted for the project, introduced by vote, without the obligatory 20-day period for study and discussion: otherwise such a number of votes would not have been collected.
