Left-wing activist Viktor Filinkov, who was arrested the day before in a terrorism case, was tortured with electric shockers in the forest, Yana Teplitskaya, a member of the Public Monitoring Commission (POC) of St. Petersburg, told Novaya Gazeta. According to Teplitskaya, the man was supposed to board a plane to Pulkovo on January 23, but that day he did not get in touch, after which his wife contacted the police.
