In 2025, 214 people were recognized as “foreign agents” in Russia, which is 51 (an increase of more than 30 percent) more than a year earlier. The situation of Russian citizens recognized by the Ministry of Justice as “foreign agents” worsened with each new law. A new punitive package has already been planned for 2026: “foreign agents” who left the country may be left without consular services, remote servicing in Russian banks and the ability to manage their money and property in Russia.
