[*] This name was invited to me by the organizers of the conference, probably deciding to pay tribute to all the most fashionable terms at once [1] . Combining the analysis of three such terms in one work is not an easy task, and there are different ways to solve it. We can talk about the role of global institutions in management, and the management of these global institutions, and about many other things.

St. Petersburg was not too “lucky” in terms of its representation in traditional peasant folklore. The point here is not so much in the negative attitude of the peasantry to the capital of the Russian Empire, but in the extremely small presence of St. Petersburg theme in folklore texts as a whole.

If you look at the history of Russia for the last three centuries from the point of view of the transformation of managerial structures, then all of it will seem continuous administrative reform. The task is to write a brief outline of the history of administrative transformations, thus, is unrealistic. But you can narrow the topic by choosing one of the departments, and try to trace its history in the context of more general changes in management methods.

The fact is that we began preparing an issue devoted to the problems of administrative reform quite a long time ago - longer than some of the current reformers began to think about the plan for this very reform.

Bureaucracy as a scapegoat Curses against officials are a traditional form of “Russian national hunt.” There was no tsar, general secretary or president in Rus' who did not scold the bureaucrats, blame them for all conceivable sins and encourage others to do the same. “Our Tsar is good, but the Tsar’s servants are evil,” is the eternal Russian way of explaining all troubles. This is true, alas, often, but not always.
