“Putin’s decrees are not a victory for civil society, but the norm that should exist”
Commentary by Elena Panfilova, director of Transparency International's anti-corruption research center, on Vladimir Putin's decrees aimed at combating corruption. On April 2, Putin signed decrees, now officials are required to report not only their income, but also large expenses: they will be required to declare transactions on real estate, vehicles, shares and securities. Civil servants will have to indicate the source of funds for each of the major purchases.
