According to Interfax, the Russian Foreign Minister of the Russian Foreign Ministry, Konstantin Dolgov, many Russian orphans, which were subject to the "law of Dima Yakovlev", forbidden the Americans to adopt Russians, were taken to foster families in Russia or returned to biological mothers.
