It is quite difficult to reliably assess the dynamics of migration over a long period. The rules for statistical registration of migrants in the 2010s changed several times, as did the practice of registering foreign citizens with the Ministry of Internal Affairs, experts from the HSE Institute of Demography write in their review of labor migration .
