The head of the Duma Committee on Infolitics Leonid Levin believes that this idea will simplify the process of obtaining services related to the mandatory transfer of personal data. The government offered to use a mobile phone number as a personality identifier along with a passport. The initiative was supported by the working group on the normative regulation of the digital economy, however, amendments to the bill were sent for refinement, since the scope of the identifier is still unclear.
