The expert council on nature reserves proposed building roads in specially protected natural areas (SPNA) only in the form of overpasses and tunnels, and instead of laying new routes, reconstructing existing ones. Experts sent proposals to the Ministry of Natural Resources, the Ministry of Transport and other departments, Izvestia reports .
