Modernization after Modern
When content was still more important than form, modernization was understood as the transition from a traditional, archaic society to an industrial one, which was, at that time, the most modern. The term became widespread much later, when the experience of Europeans, who were small in number throughout the world, had to be transferred to less modern, from the point of view of the same minority, states.
