Presidential aide Andrei Belousov met with metallurgists and chemists, from whom he had previously proposed seizing 500 billion rubles in surplus income to finance Putin’s May decree. Belousov’s letter to the president, which contained this proposal, was not discussed by the meeting participants, said the head of the Russian Union of Industrialists and Entrepreneurs, Alexander Shokhin. Instead, they agreed to look for other effective ways to increase investment without damaging business.
