"Young scientists": experience in formulating the problem

Formally, belonging to it is determined by two criteria: 1) professional competence (scientific degree and, sometimes, scientific experience) and 2) age (candidates of science under 35, doctors of sciences up to 40 or, sometimes, up to 45 years).
