Rosstat named the proportion of heavy smokers among Russians
Every fifth Russian (22.5%) is a heavy smoker and cannot go a day without a cigarette, RBC reports , citing a study by Rosstat. Respondents aged 15 and over were asked whether they smoke and how often. Among those aged 15–19, 6.9% of respondents smoke daily, 22.8% of those aged 22–24, 29.7% of those aged 25–29, and 29.9% of those aged 30–39. The group of respondents aged 40 to 50 turned out to be the biggest smoker: 32.5% of them smoke daily.

Medvedev orders preparation of concept for new Code of Administrative Offences
Prime Minister Dmitry Medvedev has instructed the Ministry of Justice and the Ministry of Economic Development to prepare a concept for a new Code of Administrative Offenses (CAO), the government website reports . The instruction was given following a government meeting held on March 21. The Ministry of Justice and the Ministry of Economic Development must submit proposals for updating the code by June 1 of this year.
