Charter without any changes
The Moscow City Duma will adopt today, in the third reading, the city charter, which significantly changes the management structure of the capital. First of all, full-fledged local self-government is being introduced on the basis of the capital’s district governments. In addition, part of the powers of the capital's mayor's office is transferred to the Moscow government, prefects, city duma deputies and local governments. These changes look revolutionary.
