Ministries and departments consider their own functions
The first steps of administrative reform were not as successful as its authors would have liked. One of the key tasks - identifying redundant and duplicating functions of ministries and departments - could not be quickly resolved. The Ministry of Economic Development presented a document with an analysis of such “intersections” to the head of the cabinet, Mikhail Kasyanov. The prime minister, however, was dissatisfied with the analysis (which, by the way, is a voluminous work of 200 pages).
