20 авг. 2026 г.Russia already fines people who ignore a governor’s orders — but only in regions under martial law. A new bill would make that punishable nationwide, even in peacetime.
The Russian government has submitted a bill to the State Duma, Russia’s lower house of parliament, that would impose fines for failure to comply with decisions by regional heads and regional task forces. The bill would add a new article, 19.5.5, to the Administrative Offenses Code.

Ukrainian President Volodymyr Zelensky has signed four decrees enacting a decision by Ukraine’s National Security and Defense Council to impose sanctions on Russian defense manufacturers, companies in the Rusal aluminum group, and the animated series Masha and the Bear . The sanctions target Animaccord, the studio behind the show, and five Russian nationals. They include the studio’s founder, its CEO, the show’s screenwriter, a co-writer and co-producer, and the series’ rights holder.

Meanwhile, one of Yabloko’s leaders, Lev Shlosberg, was sentenced to 11 years on trumped-up charges.

Правительство внесло в Госдуму законопроект о штрафах за неисполнение решений глав регионов и региональных оперативных штабов. Документ предлагает ввести в КоАП новую статью под номером 19.5.5. Она предусматривает штрафы для граждан от трех до пяти тысяч рублей, для должностных лиц — от 30 до 50 тысяч рублей (или дисквалификацию на срок от одного года до трех лет) и для юридических лиц — от 300 тысяч рублей до одного миллиона (или остановка деятельности на срок до 90 суток).

Владимир Зеленский подписал четыре указа, которыми ввел в действие решение Совета национальной безопасности и обороны Украины (СНБО) относительно санкций против предприятий военно-промышленного комплекса России, компаний, входящих в «Русал», и мультсериала «Маша и Медведь». Ограничения введены против создавшей сериал студии «Анимаккорд» и пятерых россиян, в числе которых — основатель и гендиректор студии, а также автор сценария, соавтор/сопродюсер и владелец прав на мультфильм.

Jovan Savović, the creator of Leprosorium and the group blogging platform Dirty, has died. He was 43. Friends and colleagues posted word of Savović‘s death on Dirty.ru. An acquaintance of his confirmed the news to Varlamov News. The Dirty.ru post said that Savović‘s “young heart could not bear the weight of existence.” The Telegram channel Mash said the preliminary cause of death was a heart attack. Savović was born in Yugoslavia. In 1991, he moved to Russia.

The steepest increase, 8.1%, came in Krasnoyarsk Krai. Prices fell in 20 other regions, with the sharpest drop, 3.6%, in Tyva.

Russia struck Kyiv with drones again on the evening of August 20 — after a massive combined attack the night before. At around 5:30 p.m. local time, Kyiv Mayor Vitali Klitschko said that falling drone debris started a fire in an office building in the capital’s Holosiivskyi district. He later specified that a second fire had broken out in a nonresidential area. The attack killed two people and injured at least two more.

Dmitry Oganyan’s VKontakte page Dmitry Oganyan, a former bassist for the Russian rock band Kukryniksy, died in St. Petersburg. He was 45. His body was found in a pond near Michmanskaya Street. His clothes and shoes were found on the bank, along with an ax and a severed hand. Oganyan is believed to have severed his own hand before walking into the water. No evidence of foul play was found. Oganyan had a condition that interfered with his playing.

Информацию подтвердил изданию Varlamov News знакомый Савовича. В сообщении о Савовиче на dirty.ru говорится, что «его молодое сердце не выдержало тяжести бытия». Телеграм-канал Mash пишет , что предварительно причиной смерти стал сердечный приступ. Йован Савович родился в Югославии, в 1991 году он переехал в Россию.

Germany’s Federal Prosecutor’s Office said it had detained a teenager identified as Kai M, who is suspected of belonging to two “right-wing extremist” criminal organizations. Kai M. has been in custody since March 17, 2026. According to German-language news outlets , he is 19 and lives near Trier. According to the prosecutor’s office, Kai M. joined one of the groups no later than March 2024 and founded the other.

Вечером 20 августа Россия вновь атаковала Киев беспилотниками — после масштабного комбинированного удара, нанесенного в ночь перед этим. Мэр Киева Виталий Кличко в районе 17:30 по местному времени сообщил , что в Голосеевском районе столицы в результате падения обломков беспилотника начался пожар в здании бизнес-центра. Позже он уточнил, что возгорание произошло еще по одному адресу на территории нежилой застройки. В результате удара погибли два человека и еще не менее двух пострадали.

Anton Astakhov, the son of Pavel Astakhov , a lawyer and Russia’s former children’s rights commissioner, has been named in two criminal cases — one involving fraud, the other the illegal awarding of military decorations during the war. The younger Astakhov was arrested on fraud charges back in April, but no details of the case were made public at the time.

Sergei Bochkarev, the head of the main civil litigation department at Russia’s Prosecutor General’s Office, has been reinstated after being dismissed in late July. According to the anonymous Telegram channel VChK-OGPU and the Russian outlet Rucriminal.info, Bochkarev was dismissed by a July 27 decree signed by Russian President Vladimir Putin, but that decree has now been revoked. A source confirmed that account to the St. Petersburg news outlet Fontanka.
