An investigation by The Insider has revealed that in Russia, these passports are handed out to members of Vladimir Putin's inner circle, including FSB generals, the children of top officials, Patriarch Kirill, CEOs of state-owned corporations, and politically connected billionaires like Oleg Deripaska, Alisher Usmanov, and Igor Yusufov.
