Deputies of the Pskov City Duma do not want to risk a freshly renovated hall for meetings
The 34th session of the Pskov City Duma, which began on January 23, 2009, again, after an almost four-month break, took place within the walls of the city cultural center. The freshly renovated Small Hall of the Civil Code of the CCC was just shining. It seemed that he became not only brighter, but also more spacious. The purely bleached ceiling sparkled, the glasses of glass on the chandelier played by the faces, a clean, without a single spot and scratches, a parquet glowed. True, there was a rather strong smell of varnish in the room, which, with an unbeara, was completely circling his head. But the Pskov parliamentarians, apparently, were ready and not for such difficulties.

As explained by the deputy head of the city, Ivan Tsetsersky, head of the Committee on Legal Affairs and the local government of the City Duma, the essence of the alleged changes concerns the introduction to the charter of the clause on the appointment of the temporarily acting head of the Pskov administration.
"Acting" will work from the end of the term of office of the mayor of Pskov and before taking office hired under the contract of the head of the city administration. Deputies of the Pskov City Duma themselves will choose the acting by a simple majority vote. And for lack of it, it will have to be appointed within one day from the date of the end of the vote from among the proposed candidates the head of Pskov.
It seemed that with such an innovation in the Charter, deputies would not be able to hurry to conclude a contract with the city manager, and besides, well bypassing the temporary manager without advisers from the regional administration.

Further, the parliamentarians were supposed to choose members of the competitive commission who would represent the City Duma in determining the candidacy of the head of the city administration. A lawyer Natalya Shikun brought some confusion into the ranks of the Duma, who stated that it was necessary to make this decision with a secret vote, having previously selected the counting commission.
"Why secretly?!" - deputy Viktor Salkin and chairman of the local government of the regional administration Nikolai Tsvetkov exclaimed in one voice. Ms. Shikun explained that on the basis of the regulations of the Duma, this is the procedure of all personal elections. “Then we must also choose auction and secret commissions with secret vote!” - Mr. Salkin did not calm down. But the lawyer was inexorable. And the Duma majority easily leaned towards her. First, an accounting commission was chosen. Then, candidates for members of the competitive commission were proposed. They were Jan Luzin, Viktor Salkin, Vladimir Kovalenko and Svetlana Andreeva. Then the deputies had to be interrupted to prepare the ballots. Then, when the ballots were approved, take another break - directly for voting.
Finally, members of the commission were selected. Now the question arose of when she should hold her first meeting. Ivan Tsetzersky proposed to appoint it at 10 a.m. on January 30, motivating this by the fact that on January 29 the deputies of the regional assembly will have to choose two of their representatives, after which the competition commission of six will be able to begin full work.
Viktor Salkin, who said that four were not waiting for two were again, was again. "Four out of six are assigned, which means that there is quorum!" - he said, and invited his colleagues to gather before the session of the regional assembly.
But Ivan Nikolaevich was inexorable. “It is necessary to make sure that not a single citizen in Pskov has the opportunity to challenge the start of the commission!” - said the deputy head of the city. Apparently, he just had a couple of squabble citizens who do not feed with bread, give me only to challenge something obvious to everyone.
The deputies could not disagree with this, and the impatient Mr. Salkin remained in the minority.

The speaker, deputy chairman of the Municipal Property Committee of the city of Pskov Oleg Tovstik, told the deputies that the PTS MP is asking, not a few, 60 million rubles to repay debts to gas suppliers and electricity. To develop new packages of documents for some other buildings, he assured parliamentarians, it will take another 3-4 months and new costs.
The news that the city cultural center could be laid down was a complete surprise to the head of the Department of Culture of the Administration of Pskov Fedya Teslenko. “We are giving a municipal only institution of culture as a bail, and who knows what will happen to the“ Pskov Heating networks ”?” - said Fedentievna, having, however, nothing against the fact to lay the cinema.
The deputies supported Ms. Teslenko. And Nikolai Sobol, creatively developing the ideas of younger colleagues, proposed the amount of the requested loan to reduce to 20 million rubles, and to send only a cinema as a deposit. “Moreover, the Civil Code is necessary for the performance of the functions of the municipality! There are sessions, public hearings ... ” - he brought a really reinforced concrete argument.
It seems that among the people's chosen ones, only Sergey Nikiforov sympathized with “heating networks”. "Let's give them a ruble then!" - He turned indignantly to his colleagues.
Here, the head of the department of urban economy, Svyatoslav Padust, could not stand here. “If you do not give a loan, we will receive in February - I do not scare - restrictions on the supply of gas and electricity,” Mr. Padust said.
