The elections of the heads of the districts of the Pskov region, according to the plan of the regional authorities, should once again end in the convincing victory of the governor Mikhail Kuznetsov
On March 1, 2009, in nine districts of the Pskov region - Gdovsky, Dnovsky, Novorzhevsk, Pushkino, Bezhanitsky, Ostrovsky, Opochetsk, Pustoshkinsky and Usvyatsky, elections of chapters will be held. For the region’s authorities, this campaign is the next opportunity to demonstrate to the federal center, how fully they control the political space of the Pskov region, if possible, without scandals like those that accompanied the elections of chapters in March 2008 [ 1 ].
Selection fruits

Starting from the elections of deputies of the regional parliament in March 2007, the team of the Pskov governor carefully emphasizes that the high percentages of voting for United Russia and its candidates primarily reflect the level of support for Mikhail Kuznetsov himself. We can say that Mikhail Bartholomeevich personally participates in all election campaigns taking place in the region.
And the upcoming elections of the heads of districts are no exception. Considering that until the end of 2009, in one way or another, the question should be decided whether Mikhail Kuznetsov will be reassigned to the post of governor, the elections of the heads of districts are of particular importance for the regional authorities. In accordance with this attitude, potential candidates from United Russia were subjected to especially thorough selection.
In the absence of real political competition with external actors, the federal leaders of United Russia have long been trying to origin an adversarial spirit within the Party of Power itself. Attempts to divide the "EP" into the real -acting ideological fractions has undergone failure. And the next attempt to stir the homunculus is now called to become the so -called “primaries” preceding the nomination of candidates.
However, in the Pskov region, the intra -party elections were no better than the "usual". Apparently, Mikhail Kuznetsov personally made the final decision on the candidates, based on the results of research by the regional policy and the regional development department of the regional development department, and on their own, purely subjective, sympathies and antipathies.
From among the current chapters, the right to apply for a new term was either received by either those who, according to the Governor’s team, are able to gain more than 50% of the vote, or those who in the administration of the Pskov region could not find an alternative. As a result, some experts predict, the regional authorities in March 2009 will strive to repeat or even surpass their own record of October 2008, when the author of the authorities Alexander Vashchenkov gained 93.29%in the election of the head of the Nevelsky district. [ 2 ]
As a result of this kind of “selection”, the United Russia supported only four current heads of districts: Nikolai Schurakov in Pushkino, Viktor Ivashchenko in Usvyatsky, Gennady Egorov in Novorzhevsky and Anatoly Trofimov in the Beazhnitsky districts.
However, it is worth noting that all nominants of United Russia are somehow connected with the current authority: in the Dnovsky, Opochetsk and Pustoshkinsky districts, deputies of the heads became candidates from EP, deputies of the Pskov Regional Assembly in the Ostrovsky and Gdovsky.
Party taste
The governor’s team actively imposes the idea that during the current elections of the heads of districts “not candidates compete, but political concepts proposed by parties” [ 3 ]. There is no doubt a certain reason for this: out of 46 candidates who initially submitted documents for registration in the territorial election commissions, 26 were nominated by political parties, and only 20 submitted documents in the order of self -nomination.
The transfer of elections to "party rails" is certainly beneficial to united Russia, since it allows you to shift the emphasis from the "personal shortcomings" of a particular candidate for the "collective virtues" of the whole party. Especially if it is a "party in power." In addition, despite the actual absence of United Russia in any intelligible party ideology, most of its opponents on the domestic political stage things are even worse.
But in any case, the upcoming elections of the heads of districts in the Pskov region will rather have a “party taste” than really reflect the struggle of party ideologies and programs. And the abundance of party candidates is explained, first of all, the opportunity for the political associations presented in the Russian parliament to put forward candidates without paying the pledge and collecting signatures. It is not easier to remove self -nominated people from the elections than representatives of parties, more than enough examples of examples of which in the recent history of Pskov region [ 4 ]. It is worth noting that all seven candidates who were denied registration at the time of preparation of this issue of the “Pskov province” were self -nominations.
By the way, according to observers, in many respects, it is the ease of registration that explains the activity of the liberal democrats who put forward their candidates along with the United Russia, in all nine regions of the region. Zhirinovites, who do not seriously claim command posts in the leadership of municipalities, are ideal technical candidates, the nomination of which does not require practically any financial and organizational costs. The agreement alleged by many experts between the leadership of the regional LDPR and EP protects the latter's candidates from an unexpected breakdown of the elections in the event of a distance of real competitors from the Party of Power.
Another way
It is quite obvious that in the vast majority of areas the main struggle will unfold between the representatives of the two “Russian” - “unified” and “fair”. The Pskov shafts nominated candidates in eight regions; In the ninth (Beaznitsky), along with United Russia, they support the current chapter.
However, the PPRF position was unexpected for many. On January 21, 2009, representatives of the Communist Party of the Russian Federation distributed an application by the Bureau of the Pskov Regional Committee of the Communist Party “On the election of heads of executive power in the regions of the region” [ 5 ].
In it, in particular, it was reported that initially the Communist Party intended to nominate its candidate in only one area of the Pskov region, because "where representatives ... Communist Party ... they are confronted with a choice: to leave the Communist Party or abandon their posts."
The exception should have been made for Pushkogorye, since "in the year of the 210th anniversary of the great Russian poet A. S. Pushkin, it is necessary to protect the Holy Land, from where the spiritual revival of Russia will inevitably begin, from the traitors of the Pushkin covenants-carriers of the Western spirit."
However, on a member of the Communist Party of the Communist Party, Alexander Zhukov, shortly after the application for his nomination as a candidate for the post of head of the district, “phone calls fell with unambiguous threats to his family and himself. Representatives of the authorities demanded that the communist take off his candidacy and not interfere with the election of their protege as the head of the district. ”
The statement reported that in these conditions the leadership of the regional branch of the Communist Party of the Russian Federation made "the decision not to expose its friend the danger of persecution related to a threat to life." Thus, candidates from the Communist Party will not be exhibited in any of the nine districts where the elections will be held.
“The anti -constitutional actions of the authorities ... are convinced by an increasing number of voters that the fate of Russia will not be decided in the elections, but in the other way defined in the Universal Declaration of Human Rights,” the Pskov Communists transparently hinted at the “uprising against tyranny and oppression”, which in the preamble of the UN key document appears as the “last means” of the struggle of citizens for its rights.
The behavior of the Communists experts find several explanations. Firstly, it is no secret that the Pskov regional committee of the Communist Party is experiencing acute personnel hunger and a shortage of finance: the party could simply not find a sufficient number of strong candidates and guarantee them sufficient support.
Secondly, the Communist Party has long preferred to fight for places not in the executive, but in the legislative and representative branches of the authorities, allowing, with a minimum of responsibility, budget resources for organizational party work.
The unfolding economic crisis, during which distrust of the authorities of any level is growing, although it gives representatives of opposition forces additional advantages in the elections, makes the prospects of newly -made heads of areas completely unenviable. Predicting this, the Communists in their statement wished United Russia to fully experience “the whole severity of the crisis and the upcoming social explosion generated by the“ democrats ”.
Finally, some observers believe that the leadership of the Pskov Regional Committee of the Communist Party could simply agree with the regional administration, refusing to nominate their own candidates in areas and thus facilitating the task of united Russia.
As for parties not represented in the federal parliament, not one of them nominated their representatives in the district elections. With an explanation of this position, only the Pskov “Apple” made. The chairman of the regional branch of the party Lev Schlosberg openly admitted: “At the moment, we do not have sufficient cash to ensure these elections. To nominate candidates, without providing their election campaign at least to a minimum necessary extent, is not responsible. We should not put our nominees in the position of technical candidates ”[ 6 ].
However, Mr. Schlosberg said that the party intends to focus on the elections of the heads and deputies of urban and rural settlements, which will be held in the Pskov region in October 2009.
Explosive elections
At the time of preparation of this publication, 32 candidates were registered by the territorial election commissions: all 9 representatives of the LDPR, 8 United Russia (with the exception of the current head of the Novorzhevsky District, Gennady Egorov), 8 sharing and 7 self -nomineed. 7 candidates-nominates were denied registration.
Perhaps the most acute struggle for the post of head promises to be in the Gdovsky district of the Pskov region.
It can be said that the election battles began here more than a year ago, when an investigation into the activities of Nikolai Mironov, who was elected head of the district in December 2003, began with the filing of the Governor of the Pskov Region, Mikhail Kuznetsov (Mr. Mironov then gained 29.95% of the vote, overtaking the second place of the deputy of the Gdovsky district assembly of Alexander Konashenkov by only 3.73%).
N. Mironov was accused of abuse of the official position in the distribution of land plots. And although in the fall of 2008 the Pskov District Court, where the court from the GDOV was postponed for the objectivity of the trial, justified Mr. Mironov, the sentence was canceled by the Pskov regional court, and the case was returned to the district court. Observers saw in this not only the famous persistence in achieving the set goal of Mikhail Kuznetsov, often, as you know, growing into stubbornness, but also the desire of the governor at all costs to clean the economically attractive area from the head of the unwanted chapter.
The actual start of the nomination of candidates in the area coincided with a loud scandal: from the explosion of the manual grenade, the head of the Gdovsky District Department of Internal Affairs Igor Filippov died. The piquancy of the situation was given by the fact that, together with the main policeman of the district, the famous criminal authority Igor Ivanov (Bhaholts), a well -known criminal authority in the GDOV). Formally, an accident, as the leadership of the regional Internal Affairs Directorate appreciated the incident [ 7 ], was in no way connected with the elections. Nevertheless, in GDOV there are stubbornly rumors that the last conversation of the police boss, who was a distant relative of Mr. Mironov, and authority, concerned the upcoming campaign.
The acute situation in the area was reflected in the number of nominees: initially 10 people claimed to be the post of head: representatives of the EP, LDPR and SR, as well as seven self -nominates. However, at the time of signing this issue of the Pskov province, seven participants remained.
The leadership of the region, deciding with the candidate of the applicant for the post of head of the Gdovsky district, faced a serious problem. It was officially announced that “the primaries did not reveal obvious leaders of the rating vote”, however, according to a number of interlocutors of the “Pskov province”, the results of the internal party vote simply did not arrange a team of the governor.
As a result, after some pause, the regional authorities made an unexpected move: as a candidate for the post of head of the Gdovsky district, the regional political committee of United Russia and personally Mikhail Kuznetsov supported the deputy of the Pskov Regional Assembly Alexander Bratchikov.
Mr. Bratchikov is the director of Pskovagroinvest LLC, based in the Pskov district,. In the regional parliament, he was also elected according to the lists of United Russia from the Pskov district. Therefore, his nomination for the post of head of the Gdovsky district was met with surprise by many. It is curious that this, nevertheless, does not prevent the Pskov United Russia from saying in his newspaper that Mr. Bratchikov, who until recently was definitely known to anyone in the GDOV, turned out to be the winner of the intra-party district primaries.
It remains only to assume that Alexander Bratchikov defeated some other primaries unknown to the general public, in which only a few high-ranking Pskov United Russia took the participation.
The current head of the district, Nikolai Mironov, who became Persona Non Grat for the Pskov governor, found support in the person of the leader of the Pskov shared Mikhail Bryachak. As a result, on January 18, 2009, he was nominated as a candidate for the post of head of the Gdovsky district branch of the Just Russia party, having previously left the United Russia.
The candidate nominated in the Gdovsky district from the Liberal Democratic Party of Russia became not quite common. It became a resident of the Leningrad region, a deputy of the Council of Deputies of the city settlement "Sleeves" Oleg Krylovetsky. According to a number of observers, Mr. Krylovetsky, as well as other representatives of the LDPR nominated by candidates in the areas of the Pskov region, is designed to play a purely technical role. However, it is possible that, unlike his Pskov colleagues, he does this in the interests of the representative of “Fair Russia”, and not “One”.
A number of self -nominates who implement various tasks in the course of this campaign stated his intention to take part in the elections. Some political dividends are expected to receive the head of the Podolesh medical point of the Central District Hospital Zhanna Goncharov and entrepreneur Yuri Shokurov.
Against their background, the self -nominated Victor Antipov is noticeably distinguished. In 1991, Mr. Antipov was appointed head of the administration of the Gdovsky district. In 1996, he was elected to this post, receiving 76.7% of the vote. In 1999, he ran for deputies of the State Duma of the Russian Federation in the 141st single-mandate district and took sixth place with a result of 3.21%. From 2000 until the summer of 2007, Viktor Antipov headed the Municipal Property Management Committee in the Pskov administration.
It is also worth noting that in March 2007, Mr. Antipov took part in the elections of deputies of the Pskov Regional Assembly, heading the regional group of United Russia under number 19. The group received a fairly high result in the internal party ranking, but after a conversation with the governor, Viktor Antipov abandoned the deputy mandate.
Considering that V. Antipov is a member of United Russia, it is reasonable to assume that shortly after registration, the regional leadership of the "EP" will raise the question of its exclusion from the ranks of the "Party of Power". However, it is possible that in this situation, this can even bring him a certain bonus.
Victor -nominated, Viktor Yashin, a kind of “professional candidate”, is a mansion, a political technologist with a dubious reputation, a well -known Pskov. According to experts, Mr. Yashin, without a doubt, took part in the elections that, ultimately, canalize the incriminating evidence supplied by that of the warring parties, which would pay more.
Race with persecution
The competitive situation is formed in the election of the head and in the Ostrovsky district. The administration of Mikhail Kuznetsova refused to support the current head Alexei Afanasyev, who led the district since 1991, which could not but affect its support from the population tired of political monotony. As an alternative to Mr. Afanasyev, the regional authorities were nominated by a deputy of the Pskov Regional Assembly, director of the Yunost sports and recreation center Pavel Mishchenkov.
Стоит отметить, что в 1991 году г-н Мищенков был избран депутатом Псковского областного Совета депутатов, однако в дальнейшем, несмотря на все попытки, так и не мог добиться сколько-нибудь заметных успехов на политическом поприще. Самым заметным его достижением на протяжении долгого времени являлся мандат Собрания депутатов городского поселения «Остров», полученный им в 2005 году. Можно сказать, что «политическим буксиром» для Павла Мищенкова стал его ученик, олимпийский чемпион Михаил Иванов, поднятый на щит региональными единороссами и ставший сперва депутатом областного Собрания, а затем и Госдумы РФ.
Что же касается самого г-на Мищенкова, то депутатом регионального парламента он стал лишь после того, как от своего места в Псковском областном Собрании отказался Андрей Турчак, ставший сенатором.
Главным конкурентом кандидата от «ЕР» на выборах главы Островского района, безусловно, является депутат Островского районного Собрания Валентина Колесник, возглавляющая районное отделение «Справедливой России». На протяжении длительного времени г-жа Колесник находилась в оппозиции главе района Алексею Афанасьеву, периодически вступая с ним в открытое противостояние в ходе очередных выборов.
К примеру, в 1999 году А. Афанасьев и В. Колесник вышли во второй тур на выборах главы района, набрав, соответственно, 31,7% и 27,1%. Однако победа в конечном итоге досталась г-ну Афанасьеву: во втором туре он получил 52,3%, опередив г-жу Колесник на 14%. В 2004 году они вновь сошлись на выборах главы района. На этот раз Алексей Афанасьев победил в первом туре, получив 50,78%, а Валентина Колесник вновь заняла второе место с 34,78% голосов.
Помимо этого, Валентина Алексеевна Колесник неоднократно пыталась стать депутатом областного Собрания. В марте 2007 года ее на 7,26% обошел Михаил Иванов, набравший 30%. Но уже в октябре 2008 года, в ходе довыборов, отставание г-жи Колесник от победителя заметно увеличилось. Кандидат «ЕР» Ирина Богачева набрала 61,76%, Валентина Колесник, представлявшая «Справедливую Россию» - 22,58%. Впрочем, сама Валентина Алексеевна, ссылаясь на многочисленные нарушения, допущенные в ходе выборов, подозревает своих оппонентов из «партии власти» в серьезной подтасовке результатов голосования [ 8 ].
Казалось бы, оппозиционный кандидат Валентина Колесник, закаленная в целом ряде выборных кампаний, имеет серьезные шансы в борьбе с единороссом Павлом Мищенковым. Однако слава «всегда второй» способна сослужить лидеру островских справедросов дурную службу. От «вечного кандидата» избиратели зачастую устают не меньше, чем от «вечного главы».
Компанию представителям «ЕР» и «СР» на выборах главы Островского района составит псковский либерал-демократ, экс-координатор регионального отделения ЛДПР, Василий Темин. На его счету также множество избирательных кампаний различного уровня, в том числе на выборах в Госдуму РФ, но ни одной, которую можно было бы счесть успешной. Впрочем, в данном случае никаких особых «успехов», кроме оттягивания части протестных голосов и подстраховки кандидата «партии власти», от него, судя по всему, и не требуется.
Возвращение генерала
В Пустошкинском районе областные власти также не сразу определились с персоной своего кандидата. Действующий глава Александр Фадеенков в последнее время являлся фигурантом целого ряда скандалов [ 9 ], к тому же, у него, по-видимому, нашлись солидные недоброжелатели в региональном руководстве «партии власти». Однако альтернативную кандидатуру отыскать оказалось далеко не просто. В итоге, «Единая Россия» выдвинула на пост главы заместителя г-на Фадеенкова, Анатолия Юдина.
Кандидатом же от «Справедливой России» стал участник целого ряда политических проектов, старший помощник руководителя следственного управления Следственного комитета при прокуратуре Российской Федерации по Псковской области по кадрам, Геннадий Подзноев. Стоит напомнить, что в марте 2002 года г-н Подзноев, баллотируясь в третий созыв Псковского областного Собрания депутатов по одномандатному округу № 16 (Опочецкий и Пустошкинский районы) набрал 44,5% и победил будущего председателя областного Собрания Бориса Полозова.
По мнению собеседников «Псковской губернии», учитывая, что Анатолия Юдина многие жители района тесно связывают с его непосредственным начальником, г-ном Фадеенковым, кандидат от «Справедливой России» может рассчитывать на протестные голоса. Так что в Пустошкинском районе можно прогнозировать накал предвыборных страстей.
Помимо единоросса и справедросса, участие в выборах также принимают традиционный кандидат от ЛДПР Юрий Соловьев и два самовыдвиженца: индивидуальный предприниматель из Пустошки Сергей Зарембо и генеральный директор санкт-петербургского ООО «Эко-Сити» Петр Захаров.
With a world on a thread
В целом ряде других муниципалитетов Псковской области, в которых 1 марта 2009 года состоятся выборы глав, интрига либо не столь ярко выражена, либо фактически отсутствует.
В Бежаницком районе надежное плечо действующему главе Анатолию Трофимову, представляющему «ЕР» и поддержанному «СР», подставил либерал-демократ Борис Андреев, руководитель пункта ритуального обслуживания ЗАО «Военно-мемориальная компания» в поселке Бежаницы. Оба они на момент подготовки этой публикации уже были зарегистрированы ТИКом в качестве кандидатов.
Реальную борьбу за пост главы, по мнению наблюдателей, намерен вести самовыдвиженец Анатолий Брянцев. Однако его шансы на успех расцениваются как весьма скромные: в марте 2007 года, баллотируясь в Псковское областное Собрании по одномандатному округу № 14, г-н Брянцев занял последнее, четвертое место с 5,36% голосов.
В Усвятском районе власти также не нашли никого на замену главе района Виктору Иващенко. Впрочем, кадровая скамейка в маленьком и удаленном от областного центра муниципальном образовании определенно коротка у всех без исключения политических сил. К примеру, «Справедливую Россию» будет представлять великолучанин Виктор Саперов, специалист по учету кадров местного отделения партии.
ЛДПР на выборах в Усвятском районе представляет Наталья Разина, ведущий специалист администрации городского поселения «Усвяты», депутат Собрания городского поселения. Кроме того, в качестве самовыдвиженца в выборах принимает участие директор ГУСО «Центр социального обслуживания» Усвятского района Оксана Байдашникова. Надо полагать, что ее мирное участие в выборах одновременно с главой района не нуждается в комментариях.
В Новоржевском районе «Единая Россия» в отсутствие какой-либо альтернативы внутри себя поддержала действующего главу Геннадия Егорова. Его явным «саттелитом» является самовыдвиженец, начальник участка благоустройства муниципального предприятия Новоржевского района «ЖКО», депутат собрания депутатов городского поселения «Новоржев» Людмила Ефимова. Поддержать г-на Егорова определенно призван и кандидат от ЛДПР Василий Краснов, в октябре 2008 года с честью выполнивший подобную функцию на довыборах депутата Псковского областного Собрания по одномандатному округу № 14. Кандидат «Единой России» Виктор Бибиков на этих выборах получил рекордные 93,01%, в то время как г-н Краснов, составивший «конкуренцию» единороссу, удовольствовался техническими 5,66%.
«Справедливую Россию» представляет бывший заместитель главы района и начальник районного ЖКХ Михаил Пашков, вступивший в острый конфликт с Г. Егоровым. В марте 2004 года на выборах главы Новоржевского района г-н Пашков занял третье место с 14,13% голосов.
В Пушкинских горах действующему главе, единороссу Николаю Шуракову, региональное руководство «Справедливой России» противопоставило сотрудника ФГУК «Государственный музей-заповедник А. С. Пушкина «Михайловское», хранителя музея-усадьбы «Тригорское» Римму Бурченкову. На выборах в Псковское областное Собрание в марте 2007 года г-жа Бурченкова баллотировалась по 15-му одномандатному округу (Пушкиногорский, Пыталовский и Красногородский районы) от партии «Яблоко» и заняла третье место, набрав 9,83% голосов, большинство из которых дали избиратели Пушкиногорья. По информации «Псковской губернии», выдвижение Риммы Бурченковой активно поддержал директор «Михайловского» Георгий Василевич: отношения между заповедником и районными властями далеко не безоблачны.
ЛДПР на выборах главы Пушкиногорского района представляет рабочий местного ООО «Стройконтакт» Игорь Шаков. Кроме того, в выборах принимает участие самовыдвиженец Павел Богданов, учитель Пушкиногорской средней общеобразовательной школы имени А. С. Пушкина, депутат Собрания депутатов Пушкиногорского района четвертого созыва.
В Опочецком районе территориальная избирательная комиссия зарегистрировала всех четырех претендентов на пост главы. «Единая Россия» поддержала заместителя главы района Петра Васильева, который, по замыслу властей, должен прийти на смену своему начальнику Юрию Дроздецкому. Хорошо известны личные дружеские отношения между П. Васильевым и председателем областного Собрания Борисом Полозовым, который, несомненно, лоббировал именно его кандидатуру.
«Справедливая Россия» выставила на выборы начальника Межрайонной инспекция Федеральной налоговой службы Российской Федерации № 4 по Псковской области Галину Александрову.
ЛДПР, что любопытно, на этих выборах представляет либерал-демократ из Себежа, военный пенсионер Александр Кучеренко. Судя по всему, опочецкие жириновцы принимать участие в кампании с заведомо предсказуемым итогом не захотели. Трудно не угадать технического кандидата и в еще одном претенденте на пост главы – проживающем в Санкт-Петербурге механике рефрижераторного поезда рефрижераторного вагонного депо «Предпортовая» Алексее Воробьеве.
Все четыре соискателя должности главы муниципального образования зарегистрированы и в Дновском районе. «Единая Россия» сделала ставку на заместителя действующего главы района Бориса Красавина (конфликт которого с частью жителей Дно стал общеизвестным, что испугало «Единую Россию») Игоря Тимофеева. Конкуренцию со стороны «Справедливой России» ему составляет директор муниципального учреждения «Дновский районный культурный центр», депутат Собрания депутатов городского поселения «Дно» Светлана Коняшкина. Однако ее шансы на победу многие в районе расценивают как близкие к нулю. Еще один откровенно технический участник кампании – дновский адвокат Борис Малов, самовыдвиженец, «страхующий» И. Тимофеева.
Кандидатом от ЛДПР на этих выборах является Алексей Бударин, глава администрации городского поселения «Дно». Вероятно, это первый случай в новейшей истории Псковской области, когда глава муниципального образования первого уровня претендует на пост главы района. До этого г-н Бударин достаточно долго занимался перетягиванием «одеяла полномочий» с г-ном Красавиным, так что участие в выборах либерал-демократа, по оценке экспертов, является вовсе не «операцией прикрытия» для кандидата от «ЕР», а вполне серьезным и самостоятельным шагом.
Таким образом, основная борьба в ходе кампании будет идти между кандидатами от ЛДПР и «Единой России».

Скандалы во время муниципальных избирательных кампаний в марте 2008 года, когда оказались сорваны выборы в Невельском районе и «на волоске» висели результаты кампании в Псковском районе, «осадок» от которой так и не развеялся, заставили команду Михаила Кузнецова заметно активизироваться. Власти перестали верить действующим главам на слово, убедившись, что слово это зачастую ничего не стоит, а «цена вопроса» для губернатора остается очень высока. Совершенствовались и стали более изощренными механизмы влияния на конечные результаты местных выборов.
В результате, позор марта 2008-го конвертировался в «фантастические результаты» октября 2008-го, которые даже самим единороссам казались до неприличия впечатляющими.
Кампании по выборам глав районов образца 2008 года показали, что власти Псковской области вполне способны учиться на своих ошибках. А вот их политические оппоненты, и, главное, рядовые избиратели, таких способностей пока что не демонстрировали. Впрочем, до 1 марта 2009 года такая возможность у них появилась снова.
