With the current total falsifications of the election process, can it be otherwise? You can rejoice or be upset by these innovations either by extreme naivety, or from propaganda reasons.
In 2004, when the direct elections of the governors were canceled for the first time, the authorities solved their own problems exclusively. Controling the elections is a troublesome and time -consuming matter, and the vertical of the authorities was not yet completely rebuilt. It is easier to manage appointed officials than “elected” deputies. Using a tragedy in Beslan as an occasion, Putin canceled direct governor’s elections, citing a terrorist threat and state security interests. In the state of democracy in Russia, this did not affect at all - what was the bordered in direct elections, and this remained after their cancellation.
Now, again canceling the obligatory direct elections of the governors, the authorities again solve the problems exclusively its own - clan, hardware, corruption. We are talking about the stability of the institutions of usurped power, its effectiveness and clan continuity. This will not affect neither on public well -being, nor on the state of our half -living democracy.
The only influence that the new law on society will have is propaganda. Depending on the domestic political situation, the power imitates either the softening of the regime, then its tightening. Although the latter is increasingly found in the real version, and not just in imitation.
Such a game is not new by laws. In the same way, the current government treated the Law on slander, first excluding it from criminal law, and then returning it to it again. Imitation of legislative activity excites society, then inspiring him with hope, then plunging into despair. In fact, all this - only ripples on the surface and flow of our life cannot change. These changes are possible not with the adoption or cancellation of bad or good laws, but with a change in the practice of the formation of power. In legal countries, this is also regulated by laws, but for us - for a long time. Not a single law will be able to force power to be considered society, but only by its own direct actions on the street and the non -orally power of illegitimate power.
In the current return to the actual purpose of the governors, another propaganda task is to impose a barren discussion about the governor's elections to society. To distract from thoughts about the legality of the federal government and problems with its inconsistency. Talk about something safe. How is it better not to choose governors - in direct elections or not straight? How is it better for you - with or without a handkerchief?
