The people of the police do not believe and is afraid of it no less than street crime. There are more than enough reasons for this. Here are a few examples.

There are not few similar cases. The driving power of these crimes is clearly visible behind them - a sense of the master of life, the consciousness of their own impunity, confidence in high patronage and corporate protection. They do not ask, they do not offer - they growl, yell into the microphone, their cries are like a hoarse barking of security camp dogs. And this is without any reason - just such a habit, such a mood, such an official manner.

They consider themselves servants of the authorities who get away with both a small cunning and a serious crime. The authorities will cover. As she covered them on business trips in the North Caucasus, when it was possible to carelessly throw grenades into the cellars of residential buildings, where families with children were hiding. As she covered it when they raped girls in filtration points and impromptu prisons and killed young men without any investigation and court, and just in case and on a warning to the militants. Impunity is the motto of these crimes. And if the case comes to court, then the judges show enviable softness. Employees of the patrol service of the West Siberian Internal Affairs Directorate in transport, the ensign of the police Yevgeny Lebedev and senior sergeant Vasily Slyusarenko patrolled the Novosibirsk-Vladivostok train. Viktor Koktashev, passing by in his car, decided that the policeman was simply waving to someone, and drove past. Then the inspector took out the gun, carefully aimed and fired. The bullet hit the driver in the neck, he died right away. The 47-year-old Viktor Koktashev had a wife and three children. An employee of the traffic police received a conditionally for the murder for a year and a half.

All these processes have characteristic features. All police officers are judged for abuse of authority. As if they acted, in principle, right, but they went over the stick, overdid it. Accordingly, and the punishment for almost everyone is conditional. Crimes are quite unconditional - with corpses, robberies, violence. And punishment is conditional, because the government protects itself as a special class of citizens within the country. If the authorities begin to pursue the police officers without condescending to their police epaulets, and at least by the same strict of the law that the rest of the citizens judge, then the police may stop serving the authorities and begin to serve the law. As it should be in a normal legal state, but it does not work out in our country.

In the meantime, the authorities prefer to inflate the cheeks, talk about the strengthening of educational work and, in extreme cases, to dismiss some officials, and rearrange others from one place to another. On April 28, President Medvedev signed a decree on the dismissal of the head of the internal affairs department in the Southern Administrative District of Moscow, Major General of the police Viktor Ageev. True, he was already dismissed. On April 20, a week before the massacre in the supermarket, the head of the information and public relations of the Moscow Central Internal Affairs Directorate of Moscow, Viktor Biryukov, told the Interfax agency. Dismissal after such events of police chiefs in civilized countries is completely normal. True, usually they themselves resign. (What would be worth thinking about the Minister of Internal Affairs Nurgaliev.) But, alas, the letter of the law is not observed here. The President has no right to dismiss employees of the Ministry of Internal Affairs. And to appoint them too. This is not a presidential thing. The Constitution gives the president the right to appoint only the Prime Minister himself, and then, with the consent of the State Duma, as well as to appoint and release his plenipotentiary representatives, the highest command of the Armed Forces, ambassadors and federal judges.
