Pskov deputies again defended local parliamentarism, but again not in those matters

The first session of the Pskov Regional Assembly in 2016 in its module was not much different from last year's parliamentary meetings. Due to the short agenda, there were few significant social bills for approval, but they were also enough that the deputies once again demonstrate helpful devotion to the interests of the executive branch, but not the interests of the inhabitants of the Pskov region.

A problematic child

In general, it was a short session, which met at an hour and a half. After the decorative rewarding procedure (the Federation Council Honorary was presented to Gennady Bubnov , and Oleg Bryachak and Alexei Fedorov received certificates of honor of the regional assembly) deputies quickly moved to the parliamentary hour. Like one of the previous sessions, Bryachak again devoted his performance to the story of the destruction of the Pskov plant of the Pleskava radio components. The deputy told the stands about how the former director of the plant Andrei Bukin withdrew the property of the enterprise through his affiliated firms at low prices. According to Socialist -Revolutionaries, Pleskawa suffered total damage to almost 252 million rubles.

The deputy of the regional assembly from the LDPR Sergey Makarschenko devoted his five minutes to read out the appeal of the employees of the workshop No. 2 of the Pskov Vodokanal, in which employees of the municipal enterprise complained about their chief Alexander Zyukov . His father, recall, is Mikhail Zyukov - the first deputy director of Gorvodokanal.

In truth, the problems in the treatment facilities of Vodokanal became known relatively long ago. On the Pskov information tapes, information about the internal cuisine of the municipal enterprise is permanently skipping. And in the fall of 2015, a major accident occurred at the treatment facilities.

One of the interlocutors of the Pskov province, dismissed from Gorvodokanal, a few months ago, talked about the nuances of the reconstruction of the treatment plants. According to him, during the installation of equipment in 2013, experts already understood that it would not work in normal mode. The fact is that the new equipment was intended for local treatment facilities, and not for municipal. It can be used in some small production, for example, at a small factory, but not on the scale of the regional center.

“They probably hoped that he would suddenly slip,” the dismissed specialist noted. Naturally, equipment for local treatment plants is cheaper, and therefore it began to fail from the very beginning. For example, mechanical grilles that were clogged with a rag ceased to work. They should function automatically, but in fact they had to constantly clean them manually. As a result, the quality of wastewater purification became even worse: the sandwards stopped, sumps and not only began to fail.

In the workshop No. 2 “Gorvodokanal” there is a so -called emergency valve. If you open it, then all the drains will not go to the sewage, but directly to the river. Five years ago, the gate was opened about once a year. Now, the employees of the enterprise say, they open it regularly, almost every day, because the lattices are constantly clogged. At the end of last November, due to breakdowns, 60 cubic meters of wastewater went into the river for a whole week. In addition to purely technological problems, the enterprise today has enough incomprehensible delays associated with the personality of Zyukov Jr.. In his appeal, which Makarschenko read, the dissatisfied workers of Gorvodokanal claim that some of the workshop’s materials went to the needs of the boss: he allegedly openly exported building materials and forced his subordinates to work in his country house. In addition, the enterprise was carried out by the contractor, but directly the workshop employees. Although, according to a multimillion -dollar contract, which was implemented at the expense of the European Bank for Development and Reconstruction, the contractor had to not only put the equipment, but also independently produce its installation.

"Maybe we can go, give free workers?" - ironically suggested Makarschenko at the end of his speech. Although for some reason I did not want to laugh.

The communist Alexander Rogov during his “five-minute hatred” distributed to all sisters in earrings: at first he praised his colleagues for a worthy celebration of the 70th anniversary of the Great Victory, and then fell upon his comrades in criticism for the adoption of the law on monetization of benefits for labor veterans at the end of last year. He addressedly turned to those who voted for changing the payment procedure.

“Do you know how the people appreciated your initiative? Maybe rude, but people say so: the law is 23 scoundrels ... Do you want to leave such a memory about yourself in the history of the Pskov region? " Rogov asked frowningly.

At this time, most of his colleagues considered their own shoes with interest.

"I don't know him, I personally do not know"

The topic of social protection of the population again forced the Pskov deputies to play with the conscience when discussing the bill on industry systems for remuneration of employees of the budget sphere, which touched on the procedure for indexing salaries. He assumed that the powers to establish the size and terms of indexation would be transferred to the level of the region’s executive branch.

The bill was adopted in the first reading, but after repeated consideration, the regional committee on budget, finance and tax policy recommended that it reject it. In turn, the Committee on Labor and Social Policy, on the contrary, supported the document.

“This serious issue should not go without discussion,” Rogov took the word. - The text seems to provide for indexation, but the terms and dimensions are transferred to the shoulders of the administration of the region. We categorically disagree with this and believe that we must vote for the amendment of the head of the trade unions of Ulyana Mikhailova : the indexation should be no less than the inflation level for the last year, and not as the authors of the bill are supposed. ”

The speaker of the regional parliament, Alexander Kotov, delicately clarified the rules of the game: the amendment was not considered on the committee, and therefore is illegitimate and will not be put on the vote.

“I believe that this bill cannot be adopted, it will probably worsen the situation of employees of the budget sphere,” said the deputy Lyubov Zhiltsova . She, like the communist Bubnov, referred to the negative conclusion of the prosecutor's office. “If we leave this way, then the administration can do this indexation, or may not do it. Then he will say that there is no money again, ”Bubnov added.

It was obvious that some deputies have a good idea of ​​what it means just to believe the regional administration. But they did not succeed in defending their position, the bill was approved.

But the desire to discuss and defend their political rights unexpectedly woke up when the candidacy for the post of member of the Central Election Commission of the Russian Federation from the Pskov region was appointed. Parliamentarians were offered to support the candidacy of the Muscovite Anton Lopatin , whom Kotov submitted to the meeting, and the governor Andrei Turchak promptly sent for consideration to the Federation Council.

“Why should the regional assembly vote for a person who was born in Moscow ... A person is socially not close to us, geographically too. What is the fright of the regional meeting in the composition of 44 sane people with the Pskov residence permit should offer the Federation to the Federation Council of a completely unfamiliar person of major appearance? - Makkakchenko started. - Stop offering the one who you are lowered from above. I know that you were explained at the factions who to vote for. Let's support our domestic in the framework of an ortot substitution. ”

Next, Zhirinovets with a mockery proposed the candidacy of the head of the regional election commission of Nikolai Tsvetkov .

“Maybe we’ll get rid of him like that,” Makarschenko said. Gennady Bubnov willingly supported the proposal. To the remark that Tsvetkova is not in the hall, the liberal democrat added: "The Motherland will order-Tsvetkov will go."

After a couple of minutes, flowers went into the hall under universal laughter.

"Nikolai Yuryevich, have you been invited or did you come?" - laughed Kotov. The head of the Oblazbirkom, embarrassedly sat in the corner.

The candidacy of Lopatin alone was defended by Alexander Kotov. True, he sometimes did it specifically. The speaker began one of his agitating speeches “I don’t know him, didn’t know him personally, but ...” The chairman of the parliament assured the deputies that he thoroughly familiarized himself with the characteristic of Lopatin and offered to trust a representative opinion.

But the parliamentarians could no longer hold. They found for themselves a safe way to play muscles in front of the regional administration. “If you vote for Lopatin, this will be a mockery of all parliamentarism in Russia,” Makarschenko did not let up.

Liberal Democrat, apparently, forgot that, together with his colleagues, he mocked the last time not so long ago-last fall.

“We must force ourselves to respect and vote against this single candidate,” Alexander Rogov wedged into the discussion. The leader of the local faction "Fair Russia" Oleg Bryachak supported the LDPR and the Communist Party: "Candidate Lopatin could descend to us, come and introduce himself."

Pskov parliamentarism (in his own understanding) in the end survived. Although for this he had to divide in half - 14 deputies supported the bill and exactly the same amount voted against. Having shown character on a very important issue, the deputies soon completed the anniversary 50th session of the regional assembly.
