Vera EMELYANOVA, First Vice-Governor of the Pskov Region: “Now some irresponsibly try to distort the facts - they impose alarms about some alleged reduction in establishments. These are political insinuations, lies! No one on the ground intends to take away education and health services from the population without the consent of the population itself - only through people's gatherings and convincing arguments! A number of social payments will become targeted - a painstaking analysis of needs will be carried out, that is, social payments will become more fair. This is the need dictated by time and economic conditions. … As for the services themselves, the budget still provides for an increase in the cost of their financing. We intend to make every effort to maintain the level of salaries of state employees and continue to pull them up to the average in the regional economy.”

Ivan TSETSERSKY, head of Pskov: “Out of 55 kindergartens, more than ten have their own accounting department. It turns out that 40 kindergartens do without it, so why not make one bookkeeping for all kindergartens? After all, we already have an appropriate institution and gained experience. How the new scheme of management and accounting services will be organized, how many workers will enter the new administrative centers, and how many will be released, all this, together with the city administration and the Duma deputies, should be decided in the next month or two. The issue of a more rational organization of management, accounting, and economic services for the budgetary network is long overdue. And we are not talking about reduction for the sake of reduction, as some are now trying to present. Whatever reduction is carried out in the system of municipal government, the effectiveness of certain staff units and employees is always analyzed.

Andrey KhRISHKEVICH, Deputy Chairman of the Pskov Regional Council of Trade Unions: “The state intends to “slightly freeze” a number of social payments to certain categories of citizens. "Nothing. They've been through a lot already. This, too, will be tolerated. The ones that won't die." It also intends to "slightly increase property taxes." After all, for this it has been privatizing housing for so many years, “tearing it away from itself”, “free of charge”. Now let the citizens pay for that “free of charge”. But the most important step of government officials is the next wave of "optimization" in the public sector. What is it for? In order to finally fulfill the “May decrees of the president” and increase the wages of public sector workers.”

Vladimir ZUBOV, President of the Chamber of Commerce and Industry of the Pskov Region: “Where does he live? In Russia or still outside our great Motherland? If he believes that not everything has been ripped off from the business, then he is deeply mistaken. You can’t call it taxes, so they contrived and called it fees, but whatever you call it, it still comes from the pockets of entrepreneurs. If in these difficult conditions there are still these 22 types of pseudo-tax fees, then this will lead to a further reduction in legal business. Instead of attracting business to districts, small towns, there will be an outflow. You can’t hide anywhere in the district, everything is in plain sight, and, naturally, business there will close, go to big cities. And, unfortunately, these big cities are by no means Pskov, because Pskov is a small city by the standards of business. Where there is business, there is work, there is life. If we want to strengthen the negative demographic trends, then we need to do what Mr. Makarov suggests. If this is populism, then you need to constantly think with your head about what you are saying and what initiatives you are taking. Maybe for the career advancement of Mr. Makarov, some such populist ideas are needed, but nothing more.”

Viktor POCHERNIN, Chairman of the Board of the Pskov regional branch of the public organization Delovaya Rossiya “I have known Mr. Makarov for a very long time, and he was such an enterprising person who was engaged in business and got into the Duma for the first time. He saw all the problems and how to solve them. Now he has become more involved in politics, not economics. People in power get sick, in my opinion, he has such a condition today. The more taxes, the less business. We have reached this limit, when it is impossible to continue, and especially in today's conditions.
