Raisa KUZINA, a former juvenile prisoner of a Nazi concentration camp: “The Moglin camp was a small death factory. A concentration camp is an unbearable test for a child who has experienced cold and hunger. 3435 juvenile prisoners live in Pskov, 9089 in the region. Last year there were 10500 prisoners in the region. We are all over 70 years old. We ask the president, government and State Duma deputies to amend the law on veterans and give us the status of war veterans and invalids.”

Sergey YANKIN, head of the Loknyansky district of the Pskov region: “Due to the closure of Sberbank branches in the district, a difficult situation may arise. There are three branches of the bank in Loknyansky district - in Lokna, Miritinitsy and Podberezye. A few months ago, Sberbank decided to stop servicing legal entities. The same problem affected three more southern districts of the Pskov region. We held joint meetings with representatives of the bank, tried to prove that this was unacceptable for us, but Sberbank did not see our problems. Postponing the closing of branches until January 1, 2014 is very good. Otherwise, it will be very difficult for legal entities, including municipal institutions, to work. The population is not yet ready for this. But, I think, during this time we will have time to prepare for the closure of offices for servicing legal entities.”

Igor POTAPOV, Chairman of the Health and Pharmacy Committee of the Pskov Region: “New treatment methods, new diagnostic methods are emerging. This entails a change in the system of organization of medical care, which is reflected in structural changes. Naturally, those hundred beds that were needed 10-20 years ago are not needed now. Not to mention the development of surgical technologies, when during endoscopic operations, the patient can be discharged on the second day. Therefore, the duration of treatment - 14, 16, 20 days - was reduced to 13.5 (this is currently the average duration of treatment in the Russian Federation). This year, the birth rate for the first time since 1996 has become as high as possible - 11 people per thousand inhabitants. Mortality remains at a landmark indicator for us - less than 20 people per thousand of the population. It's an outrageous lot. Against the background of the Russian Federation, there is nothing to boast about here, but over the past two or three years this figure has begun to decline. Moreover, for significant reasons, such as cardiovascular disease. From this year, the medical examination of the population begins. It will be incredibly difficult for us, because the personnel that we have are sorely lacking. It is necessary to direct all the efforts of the entire industry, the entire population to prevention, to early diagnosis. Unfortunately, it is impossible to “buy” medical specialists under the healthcare modernization program. Distribution is not and is not expected. Now there is literally a competition between regions who can attract a specialist to work. I met with the rectors of many medical universities, told the students what the region can offer them in material, professional and human terms. We hope that this work will not go away like water in the sand.

Dmitry KORNEY, Deputy Head of the Department of Passenger Communications of the Russian Railways for the North-West Region: “In the second quarter, 13 pairs of trains will be reduced in the Pskov Region, that is, half of the previous number. Such is the order made by the subject of the Russian Federation. As a result, only one pair of trains will remain on each of the available directions. The regional budget has allocated 10 million rubles to compensate for losses from suburban transportation. However, even after the adoption of an amendment to the budget in April, this amount is able to cover only half of the losses of the suburban passenger company (according to the calculations of the railroad, 140 million rubles are required to fully compensate them). By decision of the regional administration, instead of canceled trains, where possible, buses will be assigned. Which is not convenient for all residents of the region, in particular, for privileged categories. On the section Velikie Luki - Sebezh, parallel to which there is a highway with buses running along it at intervals of one hour, the train has been saved. But in general, the situation with suburban transportation in the Pskov region is really so sad that it seems impossible to do without the intervention of the country's government.

Pyotr SLEPCHENKO, commissioner for the protection of the rights of entrepreneurs in the Pskov region: “An entrepreneur sometimes gets into scissors, and sometimes into a pitchfork, when he needs to resolve land issues. It happens when people have been trying to draw up a contract for a stall for 5 years. Everyone has already reconciled, a person trades and trades. Sometimes they close their eyes, sometimes they don't. The lease has expired and can't be renewed. He goes to the authorized, asks for help. The Commissioner is engaged in unraveling this situation: like a ball, he pulled a thread. Sometimes, the situation is solved by a phone call. I think this is wrong. Experience certainly plays a role. And the authorities are listening. Still, we must try to focus on solving systemic issues. There must be a desire on the part of the authorities. It doesn't always happen."
