The Pskov regional human rights environmental public movement “Free Coast”, which became widely known [ 1 ] in the protection of the Korytovsky forest in Pskov [ 2 ], the banks of the Pskov Lake in the area of the Pechora village. Molochkovo [ 3 ], the shores of the Chudskoye and many small lakes of the Pskov region, the rivers of the Great and its tributaries forced the authorities to pay attention to the next illegal seizure of the public territory: the shores of the Kalatsky Lake near LLC “Kalatskoye recreation” and the forest around the base. So far, it is impossible to say that the situation is permitted completely, but only the attention of activists of the “Free Coast” created a chance to ensure legal access of people to the place of free vacation. The Pskov Province once again provides its pages to the chairman of the Council of the Pskov regional human rights environmental public movement "Free Coast" Igor Batov.
We are constantly trying to convince us that private property on the banks of water bodies is good, it will only improve their ecological condition.
“We repeatedly rested on the basis and were pleasantly surprised by the extraordinary purity of the territory, the comfort of the premises, the general order, and the safety of rest. At the same time, the neighboring “unoccupied” territory is cluttered, “wild” tourists burn bonfires, barbecue, listen to loud music, many are drunk, ”a certain Ivanov is indignant on the website of the governor Andrei Turchak [ 4 ].
It must be understood that on the basis all sober vegetarians go under quiet marches in construction. And what is strange - there have been no “wild” vacationers there for a long time, and heaps of garbage grow fresh waste.
But here we will separate flies from cutlets, access to the reservoir according to the requirements of the law - from garbage. What to do if an unorganized rest takes place in the territory that municipal authorities are not monitoring, there is no infrastructure for garbage collection, and even the most conscious should be taken in the nearest garbage dump ... in Pskov. Where it will also be dumped uphill, only within the city. Not Europe, yes ...
I want to tell you not about access to the shores. Not about a barricade from boulders to human height, equipped with a fence into water. And about the conflicts of business in Pskov.
Last summer, the son of a local resident of Konstantin L. sailed to the shore of Kalatsky Lake, in the expansion of the nozzle - to the beach near the base with the same name “Kalatskoye” (LLC “Calames” Kalatskoye LLC). And he was expelled by security from the "private territory". In the same year, 100 rubles were demanded from him for being on the beach. This is a territory that is not belonging.
A simple visit to the site with a public cadastral map on the Rosreestr website introduces us to the borders of the Kalatskoye base - from the shore of 50 m and further. But this is off the shore, and in the north and east, the self -seizure of land in various plots reaches 100 meters in the depths of someone else's territory, including the non -delivered former Pioneer camp "Solnechny".
To 21 450 square meters. m of the officially acquired territory, a piece of more than two hectares on which “comfortable premises” are built and preoccupied.

But what about regulatory authorities, you ask? And here is the very Tsimes. In 2010, and then in 2012, the Pechora prosecutor’s office went to court with a request to ensure the access of citizens to the reservoir. And I did not notice 2 hectares of land collar.
But the first lawsuit was withdrawn by the same prosecutor’s office, and the second is allegedly satisfied and “executed”.
On August 2, 2013, signed by the inspector of the State Committee for Nature Management and Environmental Protection, V. N. Morozov, an act of verification No. 15-M-8-2013 appears, which claims that there are no violations, including the Water Code of the Russian Federation, in the activities of the recreation center “Kalastskoye”! But on August 31, when leaving for the “Free Coast”, he sees there old untouched fences leaving for the water, and a fresh barricade of boulders.
In 2012, checks with border measurements were carried out, which seemed to have recorded that a significant territory was engaged arbitrarily (according to the “free shore” by data, 20,235 square meters from the neighboring section and another 2,186 square meters were pulled out by the pioneer camp) and immediately ... forgot about it. There were no instructions on the transfer of fence and demolition of buildings on an unauthorized territory.
But the Kalastskoy base is closely and within the unauthorized boundaries. From the public (!!!) Business Russia Organization, its chairman Viktor Pheninin, a statement is written about the allocation of the last public section of the coast, delimited in such a way that access to the lake and the remaining free area of the natural beach is completely blocked. Citizens remain to read the Water Code of the Russian Federation and visit with the aim of relaxing a swamp.
Violations become well -known thanks to the "free shore", it is not possible to shut up the situation. Then the “free shore” is called “to reconciliation” to Peter Slepchenko, who was authorized to protect the rights of entrepreneurs in the Pskov region. What a coincidence: he is the co -chair of Business Russia.
An attempt to explain the violations by the representative of the base (Viktor Phernyn, obviously considered it below his dignity to be explained personally, posting only a threat to our court on the website of the news agency) was met, gently to say, irony from both representatives of the “free coast” and journalists. Pearls like “The director told me that there is access” and “the fence around the base is not ours, but a pioneering”, and it is impossible to notice more than 2 hectares of the seized territory without devices, were commented on by a member of the “free coast” with the hope of Ivlevo as a cognitive dissonance.

After such “arguments”, Peter Slepchenko’s proposal that the leadership of the base will behave by law and correct everything, and they just need a plot under the “investment program”, came across a hard refusal of the “free shore” to allocate anything entrepreneurs with deviant behavior.
On that day, there was no information on the “Free Coast” that this “investment project” cost when buying a plot with an area of 21,450 square meters. m with pine forest and buildings in ... 31 788 (thirty -one thousand seven hundred and eighty -eight) rubles.
The “Free Coast” firmly stated that the remaining free section of the coast should be generally publicly available, and any auction on its sale will be a violation of the constitutional right of citizens to rest.
Very close, from the stoves to anokhovo, and from there to Krivsk, the shore of Pskov Lake Pskov is fenced off from a kilometer-length citizens with fences with barbed wire, dogs and armed protection, where they no longer remember the free access and the 20-meter zone.
On the example of the sale of the coast of the Pskovshchina, we see that the greed of officials and the rowing of entrepreneurs who profit from trade in a national heritage has already crossed all conceivable boundaries.
How can the head of the volost deprive his neighbors - compatriots of the possibility of relaxing on the shore? How can an official who receives a salary for servicing citizens, steal their last folk treasure - free shores? How can deputies make decisions on the overcoating of the plots, fulfilling the will of a narrow circle of rings? How can those who are obliged to identify and demand an immediate and unconditional elimination? How can the prosecutor’s office, standing guard of citizens' rights, eliminate their protection and not notice the gross violation of the Water Code?
Impunity is everywhere. In the archive of the “Free Coast” there are dozens of unsubscribes of various officials in which they refer to the legality of the actions of those who have already acquired ownership of the land. And there is not a single answer, where would officials or prosecutors dare to verify the legality of this acquisition.
The rarest exceptions of the type of intervention of the governor in the Korytovsky forest and the Bubble sites [ 5 ] only confirm the possibility of legitimate decisions and actions. In practice, those who approved theft at the citizens of the last beach in Molochkovo Pechora deputies in a boorish answer are not embarrassed to send a “free shore” as three letters-to court, assuming in advance the result.
This is not the protection of the rights of entrepreneurs, Mr. Slepchenko. This is the protection of lawlessness they do.

This is not an investment. This is an encouragement of impudent theft of the people.
This is not a business. This is naked corruption, when officials close to the feeder fall off the lion's fraction of privileges and pieces of fatter, and the rest remains “honest competition”. The leader of this kind of sales is the Pechora district authorities. Not only the last free shore of Molochkovo for 800 thousand rubles, the coast of Kalatsky for 32 thousand rubles, but also the city forest park on Pionerskaya Street for 8.5 thousand rubles [ 6 ].
It's time to put it in place of presumptuous. There is a proposal to start with a total check of all land sales in the Pechorsky district. Just not the Pechora prosecutor's office. And finally begin to punish those who “have not seen” violations. There is at least the 285th article in the Criminal Code of the Russian Federation [ 7 ]. Well, how specially about our cases is written.
When this material was prepared in print, they published the news that, according to the results of the audit conducted on October 2, the regional committee on nature management was drawn up - on the absence of offenses by the base. Yes, on the one hand, the fence and the barricade from the boulders are removed. And how are the other 2 hectares? Instead of punishment for the land, the owner is graciously offered to participate in the auction for the area that he has already captured and preoccupied - but on the other hand! The land will probably cost even less than 31 thousand rubles. The Pechora authorities will definitely not remain in debt.
As I understand it, those who wish to get full access to the shores of the Pskov lakes and rivers should enter into the public organization "Business Russia". Interestingly, they give indulgences for any lawlessness?
