Commentary by City Duma deputy Nikolai Sobol.
I think that it is necessary to reduce the expenses for managers, first of all, by reducing the share of expenses for their financial maintenance in relation to the city's income. In recent years, the regional authorities have been reducing the share of income remaining in the Pskov budget. Compare: in 1998 it was 49.4%, in 1999 - 36.2%, and in 2000 the city budget deficit amounted to 434 million rubles (56%). Now let's see how the well-being of city officials and legislators is growing against this background. In addition to monthly salaries, for example, for a deputy working on a permanent basis, this is 3495 rubles, there is also material assistance in the amount of two monthly salaries, in addition, officials are entitled to monetary compensation in the amount of 50% of the cost of a voucher (approximately 3.5 thousand roubles.). Ordinary state employees can only dream of such care of the authorities. I hope that the reorganization of the structure of the city administration will save some money for the budget, however, in order to bring the revenues of the city budget into line with the costs of maintaining the bureaucratic apparatus, about ten regional laws need to be changed.
