North Ossetia has developed a program to counter extremist manifestations for 2008-2010.
According to Taimuraz Kasaev, head of the republican ministry for nationalities, "the program is designed to ensure the stability of inter-ethnic and inter-confessional dialogue by eliminating the impact on it of the negative threat of extremism in all its manifestations . " "The most important elements of the motivation of the program are the formation of civil society and tolerant consciousness ," the minister added.
The program provides for the formation of modern scientific methods of monitoring, diagnostics and forecasting and their implementation in the practice of studying extremist manifestations, as well as the development of methodological and scientific-methodological foundations for the prevention of extremism and the formation of tolerant consciousness. Within the framework of the program, scientific, journalistic and methodological materials will be published that contribute to the formation of tolerant consciousness. Considerable attention will be paid to monitoring publications, television and radio programs that provoke the incitement of national and religious hatred.
It is planned to involve the executive authorities of the republic, public organizations, research institutes and educational institutions in the implementation of the program. Approximately 3 million 650 thousand rubles will be allocated from the budget of North Ossetia to finance the program.
