Nothing was able to force the officials of the administration of the Pskov region to provide housing to the disabled person of the Great Patriotic War - the young partisan crippled by the invader
Having learned the fate of this man, I could not remain indifferent. And it all started simple. At first, the neighbor happily informed us that her father, a disabled person of the Great Patriotic War of the I group, should receive a state certificate for the purchase of housing, and then depressedly said that the regional administration of his - disabled person of the Great War - deprived this right.

According to the Federal Law “On Veterans”, the government finally decided to provide our honored veterans and disabled people of the Great Patriotic War with social housing.
The hero of our story, Mikhail Kuzmich Udalov, a resident of the village of Lavra of the Pechorsky district, collected all the necessary documents for this purpose and submitted to the administration of the Pechora district. By the Decree of the Administration of the Pechorsky District dated 04/28/2010 No. 258, M. K. Udalov was recognized as those in need of improving housing conditions, about which was informed accordingly.
However, in a letter to the head of the Main State Administration of Social Protection of the Population of the Pskov Region dated November 16, 2010 No. SZ-12-5718, he was informed of the refusal to improve housing conditions. The grounds for refusal in the letter were not indicated.
Having studied the documents available in the hands of the veteran, I recommended that he sign up for an appointment with the Governor of the Pskov Region A. A. Turchak with a request to understand this issue.
In February, the meeting took place. She was even shown on local television. The governor set the task to the head of the main state administration of social protection of the population of the Pskov region, Mr. A. L. Mnatsakanyan to understand the problems of the old man. And he figured out.

As a result of the “audit”, M.K. Udalov was again refused to improve housing conditions. This time, the main state department of social protection of the population of the Pskov region was referred to the provisions set forth in the early interpretation of the Federal Law “On Veterans”, that is, to the fact that the living space belonging to his son allows the old man to live on it.
Officials of the regional department completely ignored the provisions of Federal Law No. 327-ФЗ dated December 21, 2009, that is, those provisions that they themselves refer, where they say: "Disabled people of the Great Patriotic War are entitled to receive social support measures to provide housing once."
Laws in our country are often issued. Even more often they change and complement. Only those people who constantly work with these laws can track these changes. The Internet helps them in this. The thing, in our time, is necessary, but not accessible to everyone. Especially inaccessible to the elderly and the poor, of which there are plenty of our state. But officials working with laws are required to monitor changes.
I believe that officials deprived their disabled person with their dry subscribers the only right in life to “provide housing once”.

The solution to the issue of disabled person E. Muravyov did not force me to wait for a long time. Just a week later, a report was shown about how A. Mnatsakanyan handed E. Muravyov a certificate for housing.
It is clear that everything that happened is a shameful window dressing. But it was even more embarrassing to watch how A. Mnatsakanyan sits in a chair with a pleased look, and the disabled person of the Great Patriotic War E. Muravyov, with a slave look, bowed to the official for the official to do it for a long time, without a showdown, and present this veteran with a low bow, which is called "on a saucer with a blue kamochka."
After watching these reports, I began to persistently “hammer” the Pskov television company with a request to remove the report on M.K. Udalov. And after three weeks, the report was removed.
The camera dispassionately recorded, as in a house that will soon be 50 years old, the foundation is destroyed as an old tap pipe ends above the sink not a familiar tap, but a plug. And instead of a tap above the sink there is a sleeve. As a lame old man, constantly using crutches, goes with a bucket to the well for water. They put the camera in front of the porch, raised the lens up, and there, through the auditory window, the old, with many holes, scattering from the dilapidated slate. View in the yard: the toilet is skewed, the floors were rotten in the bathhouse.
All this officials considered the satisfactory living conditions for a disabled person of the Great Patriotic War of the I group.
After all, it would not hurt to talk about how during the war the ten -year -old boy counted the fascist technology located in the village to report this to the partisans, and the fascist occupier who caught him behind this case broke his legs to the teenager. What treatment was then? It has grown together. It’s good that you haven't died at all.
After the war, Mikhail Kuzmich taught all his life in a village school. He limped all his life. And in his entire long life he did not deserve the right to “vigilant” officials to a solid roof above his head, to central heating, hot water from the crane and a warm toilet.
Recently, we received a response from the Office of the President of the Russian Federation to work with appeals of citizens and organizations, which reports that the next appeal of the veteran was sent to the administration of the Pskov region. That is, it will come to A. L. Mnatsakanyan again. He will write the answer - both the veteran and the president.
I really want this high -ranking official to solve the housing issue of a disabled person of the Great Patriotic War of the I group quickly, for example, in two weeks. Indeed, exactly so much it took Pskov officials to solve the housing issue of the veteran, delivered to Pskov to meet Putin. And so that two weeks after the publication of this material, A. L. Mnatsakanyan would personally go to Mikhail Kuzmich Udalov, brought him a certificate for solid housing and apologized to his son. For all.
