The Public Council on Cultural Heritage under the Governor of the Pskov Region met a year later and immediately took up the concept
“I can’t say that the sign“ Everyone went to the front ”was pinned on the door of the Council. Someone went to the polls, someone went somewhere else. ” With these words of the Pskov governor, the twelfth meeting of the Public Council on Cultural Heritage began. The Chairman of the Council Andrei Turchak recalled that the previous meeting took place more than a year ago - June 16, 2011. Over the past time, the front was really open, and not one. But not everyone went to the front.
"The underdevelopment of our tourist product should be recognized"
| | | --- | |
1 2 Deputy Chairman of the Council for Cultural Heritage Professor Anatoly Kirpichnikov, who was congratulated on his birthday with a magnificent bouquet of scarlet roses, turned to the governor sitting from him on his right hand and said, boldly looking into his eyes: "We missed because we were not seen for a long time."
A report on the need to develop the concept “Preservation and disclosure of the potential of the historical and cultural heritage of Pskov in order to socio-economic development and increase the tourist attractiveness of the city” read the chairman of the State Committee of the Pskov Region for Culture Alexander Golyshev. In fact, he publicly made a desire: so that new cultural projects in Pskov "do not explode the civilian world and not introduce into a stupor."
“We need ideas of comprehensive development in the best sense of the word,” said the chairman of the regional committee on culture.
When Alexander Kholyshev begins to talk about complex development, the explanation “in the best sense of the word” is really necessary.
Alexander Golyshev, determining the goals of the concept, said about the need to form investment portfolios, continuing the work to create a cadastre of monuments and that it is necessary to "turn the monument from the mine into a preferences." “In fact, we are talking about the formation of new tourist routes,” he added and immediately drew attention to backwardness in this sense of the Pskov region.
“The underdevelopment of our tourist product should be recognized,” said Alexander Golyshev.
Later, the chairman of the State Committee of the Pskov Region for Tourism, Investments and Space Development Natalya Trunova will say something like this: “Now in Pskov it is not tourism, but a hobby of individual people.”
As a positive example, Natalya Trunova will recut to the experience of Germany, where for the sake of tourists, at times, “total modernization of the urban environment, sometimes contrary to historical truth, is carried out. The Rhine coast there is somehow not so restored-from Mainz to Cologne. ”
It is wrong, but for tourists.
However, Ms. Trunova prudently made a reservation: "I do not urge to do this in Pskov ..."
But, as experience shows, total anti -historical modernization can be carried out without direct public appeals.
To the replica about the “German modernization of the urban environment”, the professor-archaeologist Ingutin answered with her replica: “We must maintain the originality of Pskov. German cities have their own characteristics. They are more dense. We do not always have the right to refer to German experience. Moreover, Pskov largely stands at a higher archaeological level of archaeological knowledge. ”
"I am ready to give everyone the opportunity to cut the budget"

It was understood that now there is no such synchronization, and the participants in the process are often floating in different directions.
That's for sure. Synchronized swimming is not yet possible. Rather, what is happening resembles arbitrary jumping from the tower. The more money allocates for cultural projects, the higher the tower and the more dangerous the fall down.
Billions of rubles allocated by the federal center for different cultural projects are able to turn their heads with unstable natures.
At a meeting of the Council, information about the deadlines for which the concept and program should be developed.
“Work on the document will begin in July this year,” said Alexander Kholyshev. - And in April next year, the main provisions of the concept should be prepared. After that, their public discussion will take place. In June 2013, we must begin to implement the concept. ”
As a result, the general plan of the historical and cultural heritage of Pskov should appear.
“The transfer of deadlines should not scare anyone,” reassured Andrei Turchak. “We are leaving in the 13th year.” He drew attention to the fact that, "unfortunately, it happens that between the concept and the program is a huge abyss."
The next speaker - the head of the city of Pskov Ivan Tsetsersky - also began with regrets. He regretted that "we have many monuments are not registered," and "our events are still an unsystematic character." The head of the city complained about the "constrained material means", but at the same time he vigorously added: "But we do not lose the spirit of optimism."
Apparently, in order to raise the spirit of optimism to a new height, Ivan Tsketzersky said that after his recent trip to Germany, it became possible to bring the celebration of the Hanseatic days in Pskov.
So far, Pskov is being prepared by 2033. But after the refusal of one of the participants, a real opportunity appeared to spend the Hanseatic days in Pskov in 2019. The final decision will be made this fall. But it is already known that the German city of Lyunen refused the international Hanseatic days in 2019.
“Pskov over 5 years should completely turn into a modern tourist center,” Mr. Tsetzersky said loudly.
Assessing the reconstruction of the Embankment of the Velikaya River, the head of the city of Pskov said: “We need to take into account mistakes and consult more with local specialists. And then the punishment that the performers suffered is incomparably with what they did, with the moral damage that they caused to the city. ”
The meeting of the Council on Culture was probably the most conflicting in its history. Some of its participants literally cloned to bed.
The chairman of the regional branch of Vodopiik Irina Golubeva supported the “idea of coordination of all forces”, drawing attention to the fact that in the north-west such conglomerates have not yet been created. ” “Perhaps balance will come,” she suggested. “Urgent policy in Pskov is urgently needed.”
“The city’s chief architect should appear,” Andrei Turchak picked up the topic.
“It will appear,” the head of the city continued to exude optimism.
According to him, the decision to recreate the post of chief architect, and at the same time the city gardener and florist, the Pskov city Duma will most likely accept by July 17, 2012.
“An interesting struggle will unfold further,” the governor turned on the imagination.
“I'm afraid there will be no struggle,” Alexander Golyshev smiled mysteriously.
“This should be a special person, not dependent on either the head of the administration, or on the head of Pskov,” in a nutshell a portrait of the future chief architect Andrei Turchak sketched.
The tough frames that the governor designated sharply limited the number of potential candidates. Where to find an independent architect? And at the same time also an independent gardener and an independent florist.
Elena Yakovleva - the director of the Archaeological Center of the Pskov Region and the responsible secretary of the Public Council for Cultural Heritage - proposed to invite not only local specialists, but also specialists from the capital's centers to the working group.
In addition, according to Elena Yakovleva, it was more correct to call it not a working group, but a temporary creative team. And here Elena Yakovleva expressed the hope that the head of the city will provide an interim creative team with initial financial assistance.
“I am ready to give everyone the opportunity to cut the budget of 2013,” Ivan Tsetsersky said slightly irritably to the spirit of optimism for a while. And past the microphone, in an undertone, he added: - The budget is not rubber. "
The deputy of the Pskov Regional Assembly, Deputy Chairman of the Regional Branch by Vopiikik Lev Schlosberg proposed not to be limited to Pskov (“Before our eyes, we were dying, where we held the Cultural Heritage Council in June 2010”) and replace the Pskov concept with the Pskov Region in the name of the Pskov Region. In addition, according to Leo Schlosberg, “concepts are accepted but not executed”, there are “constellations of violations”, the last example of which is Izborsk, and a “regional target program for the development of historical settlements of the Pskov region” is necessary.
“We can’t pull it,” Alexander Kholyshev sighed barely audibly.
“We can’t pull it,” Andrei Turchak, the chairman of the culture committee, retrane. - Let's better focus on Pskov. Otherwise, it will be more difficult for us at the federal level. ”
As for another proposal of Mr. Schlosberg-to hold the next meeting of the Council on Culture in the fall, and not in winter, the governor agreed with this. The thirteenth meeting, apparently, will be held in the second half of October.
By that time, perhaps, the situation with the application for inclusion in the UNESCO World Heritage List will be cleared.
As you know, UNESCO experts refused to include the serial nomination of the Kremlin of Russia as part of the architectural monuments of six cities (Moscow, Kazan, Novgorod, Pskov, Astrakhan and Uglich) in the list of world cultural heritage. [ 3 ]
“Pskov is worthy to submit an independent application to UNESCO,” Andrei Turchak expressed his opinion. - And here is the presence of an ensemble? These are different cities, different situations. Pskov can be autonomous when submitting such applications. ”
The governor was supported by the director of the museum-reserve A. S. Pushkin “Mikhailovskoye” Georgy Vasilevich: “I am even glad that the Kremlin did not enter the complex,” he said. “We need to get out again to submit an application.”
And then the word was asked by the head of the representative office of the Russian Association of Restorers in the Pskov Region Igor Lagunin.
According to him, “a wrong impression of the results of inclusion in the list of world cultural heritage was created. We received the approval of the World Heritage Committee. The Committee accepted it, but with refinement. "
In general, it is not clear whether Georgy Vasilevich began to rejoice at the fact that the Pskov Kremlin was not included in a comprehensive application?
Many of those present at the Culture Council at that moment felt an acute sense of information hunger. They were interested in: how was it really? Andrei Turchak asked Igor Lagunin to prepare a certificate.
For many years, Pskovichi have been interested in another question - when will they finally take up the restoration of Batov’s house on the left bank of the Great?
“I had a working meeting with the head of the territorial department of the Federal Property Management Agency in the Pskov region,” said Andrei Turchak. - The position of the Federal Property Management Agency is formed. They intend to demand the building from the current tenant, Finek. Then we will solve the issue of its transfer to the ownership of the region. I don’t know what will be placed there, but if the issue is solved positively, then our main task is to search for an investor. ”
The technical task for developing a concept should appear in October.
"I will do everything that Russia will tell me!"
| | | --- | |
“From my point of view, nothing needs to be done there. We will destroy this place, ”Anatoly Kirpichnikov supported the governor at that time.
In April, Andrei Tourchak seemed to have forever closed the topic with the words: “The archaeological park was not accepted at any organizing committee. This project raises questions. In a clean field - the construction of a picket fence and sandbox. ” [ 4 ]
And then Elena Yakovleva took the word. She presented the project of the museumification of Trudovorov Gorodishch, but first reminded that there is "many underwater casuistic stones." And the main incident is that there is no term “museumification” in the current legislation, therefore - it cannot be financed.
True, in the relevant prepared documents, in brackets, after the word “museumification” there is a more suitable word - “improvement”. And improvement can always be financed.
“The most pleasant thing is that there is confirmed financing for the implementation of this project,” said the Governor of the Pskov Region Andrei Turchak. It became clear that his words “let's abandon the next retail”, uttered in April, became irrelevant.
The hot supporter of the creation of the archaeological park Alexander Golyshev said not without pleasure: “This object entered the main plan - 13 million rubles.”
The basis of the Archaeological Park will be Truvorovo settlement, on the shaft and cape of which viewing platforms will be created. “Archaeological windows” will be equipped through the park, through them, for example, it will be possible to see the masonry of the first walls.
Anatoly Kirpichnikov replaced anger at mercy, generously announcing: “I was an opponent of the park, but today the speaker convinced me, especially since this is the rare case when the entire territory of the settlement was studied, and the project was made tactfully.”
The comments, however, were made, and not only with Anatoly Kirpichnikov.
Irina Golubeva drew attention to the chopped huts on the plan, indicating the ticket cash desks: "What, we will buy tickets to get into the Trudovorovo?" “To buy tickets to the park is normal,” Andrei Turchak answered.
Alexander Golyshev at that moment talked about the effect of the creation of an archaeological park. According to him, the young man who visited the Archaeological Park in the Trudovori settlement will have to say: “I am a citizen of the great Russia and will do everything that Russia will tell me!”
It sounded so highly paradise that it caused smiles in many present.
Truvorovo settlement is not the most problematic place in Izborsk. Lev Schlosberg proposed returning to the “two sensitive points” - to the restoration of Truvorov Cross (Lev Schlosberg called it vandalism [ 5 ]) and to the construction of the Selikatnaya brick, erected in order to equip the garbage can in front of the existing cemetery, as well as to the asphalt “Avtodrome” in front of it.
Andrei Turchak made it clear that he did not consider the story with the restoration of Trouvorov as a problem. His argument was as follows: "The experts of the Hermitage, who restored it, are more competent than you and I." But the selikata wall of the landfill, the governor predicted a short -lived life - will be dismantled in the summer. But the asphalt in the parking lot in front of the cemetery will remain, although everyone admitted that there are many other ways to equip a parking lot in a historical place - in decorative forms of concrete, for example.
"Not a" ebrid "on which shops are located"
| | | --- | |
At least, the very idea that a modern trade quarter should appear on the site of the outburst of his market was quite natural for the council participants. This idea was expressed by the Pskov architect Vladimir Shulyakovsky.
“Pskov was always a trading city and there was a bargain in its center. We want to support this tradition architecturally, but at a new level, ”he said.
It will be something like a Gostiny Dvor-a conventional trading street that goes between two temples-Mikhail and Gabriel Archangel and the Church of Peter and Paul from a buoy.
Vladimir Shulyakovsky would like to make three floors, plus another - underground, where, for example, an archaeological museum could be placed.
The architect emphasized that this should not be a "ebony on which shops are located." It is supposed to build a multi -light atrium with parking. There, in addition to retail space, cultural and cognitive centers, exhibition halls, museum and archaeological exhibitions, and leisure institutions may appear.
If a cinema is planned there, then it will be possible to think about the fate of October, ”the governor said dreamily [ 6 ].
But all these are still dreams, although the investor, the general director of PIK CJSC, Jan Luzin - was present at a meeting of the Council and made a penetrating speech. He called the Belarusian market a flea market, and with "something we must do something."
No one argued that something really needed to be done. Just now?
A proposal was supported to conduct a competition of ideas on the architectural concept of the development of a future territory. The construction of a new quarter will continue to continue the archaeological study of the territory.
I remembered the proposal of Vladimir Shulyakovsky to integrate a screw staircase into the trade quarter, where each step should mean ten years of Pskov history.
Таким образом, на двенадцатом заседании Общественного совета по культурному наследию были намечены вещи, которые могут определить нынешнее десятилетие. И здесь не должно быть никаких ошибок. Ни новых, ни повторенных.
