The administration of the Pskov region has submitted the program of economic and social development for 2006-2010
On November 28, 2005, the Chairman of the Committee on Investment and Strategic Development of the Regional Administration Alexei Saprykin boasted to journalists with a freshly developed strategic development program for the next five years. Not yet signed by the governor and not registered in the Ministry of Economics, she already arouses a long -forgotten feeling of anticipation of happiness.

Funds for financing the program are planned to be taken from three “pockets”: 4.7 billion rubles (9.35%) from the federal budget, 3.9 billion rubles (7.69%) - from the regional, and the remaining 42 billion rubles (82.97%) - from extra -budgetary sources, that is, private investment and own funds of enterprises.
The developers are going to send the program to Moscow for registration in the register of regional target programs on November 29 and expect to get to the budget process in 2006. According to Alexei Saprykin, the MECHERT is much more likely to finance the regions in which there are strategic development plans. Money is usually received through two channels: through the program of equalization of budgetary security and federal target programs.
The program includes 90 investment projects of a very different scale, from inconspicuous to system -forming ones. It is also planned to hold 117 non -profit events. And the administration of the Pskov region is recommended to take an active part in the development of 37 federal laws and (not) a certain number of regional ones.
The degree of probability of implementing the program of economic and social development in full, Alexei Saprykin says: “Well, of course, not 100%.” I would like to believe that she is at least more than fifty.
In the coming days (probably, by the time of the release of this number in the light) it was promised to hang out the electronic version of the text of the program on the official website of the Pskov region. You can go away at: http://www.pskov.ru.
