The governor of the Pskov region Andrei Turchak essentially recognized Nikolai Kozlovsky as a legitimate mayor of the great bow, taking part in his inauguration. Nevertheless, the head of the region made it clear to local elites that he did not intend to turn the second largest city of Pskovshchina into the estate of one political group [ 1 ]. It is assumed that control over the Great Lucian mayor from the governor will be unprecedentedly intensified, and the positions of Mr. Kozlovsky himself in the party of power are consciously weakened. Meanwhile, the real struggle will unfold for the post of head of the city administration.

The governor emphasized the responsibility lying on the newly -made mayor of the city. “I hope you understand what difficult period we will have to work in. This is a global financial crisis, which has an impact on the economy of the region and, accordingly, on the economy of the city of Great Luke. The population of the whole city looks at you and is waiting for the right, reasonable and decisive actions from you. The most important thing is that the time of conflicts and the confrontation between the great bows and the regional administration, the competition between the great bows and Pskov with your arrival should end. The period of development should come, regardless of the crisis ”[ 3 ], he said, speaking at the inauguration.
Suddenly, quite unexpectedly, Mr. Turchak said that he decided to introduce the post of representative of the governor in Velikiye Luki. In addition, the governor publicly said that in the near future, the public reception leader of the United Russia party, Vladimir Putin, will be opened in the Great Luki, which will be carried out not only of feedback from the city population.
According to Andrei Turchak, the head of the Putin public reception, and the special representative of the governor will be called upon to carry out “multifaceted and multilateral” assistance to the new mayor. Nevertheless, few doubt that primarily the head of the reception and representative of the head of the region will be called upon to control the activities of the Great Lucian mayor.
In addition, as it became known to the Pskov province, the governor intends to weaken Nikolai Kozlovsky’s position in the party in power. He will have to leave the posts of the Secretary of the Political Council of the Velikoluksky City Political Council of United Russia and the chairman of the regional branch of the party’s financial support fund. It is suggested that the post of head of the local organization "EP" can be occupied by Alexander Vasilevsky, who occupies a neutral position in relation to warring groups.
According to observers, the main struggle will now unfold around the post of head of the Great Luke administration, in whose hands the real leverage of the city will be concentrated. According to the “Pskov province”, during meetings with representatives of both camps in the Great Lucy City Duma, Andrei Turchak said that he intends to take this issue under his personal control.
It is the position of the governor that explains the abolition of the first competition for the appointment of the Great Lucian city manager. The fact is that the candidacy of Albert Ivanov, supported by Nikolai Kozlovsky, was not agreed with the head of the region. It is assumed that the new competition to determine the candidacy of the head of the city administration will be held on April 9.
Meanwhile, it is possible that before that the situation in the great bows can undergo cardinal changes. The opponents of the newly made mayor have certain hopes on representatives of the All -Russian Commission for Combating Corruption, which were present at the scandalous session of the City Duma. In addition, on March 25, the first court session was scheduled for the lawsuit of the deputies who believe that due to the lack of a quorum, the election of Mr. Kozlovsky by the mayor of the city at the session held on March 2, 2009 was illegitimate [ 4 ].
It is noteworthy that the first appeal to the court of representatives of the “Antikozlovsky coalition” was rejected. The court referred to the fact that the applicants did not indicate which particular rights and freedoms were violated in connection with the election of Mr. Kozlovsky in the absence of two-thirds of the list of the City Duma in the meeting room.
Nevertheless, opponents of the newly made mayor intend to go to the end, defending their case in the courts. So the situation is not excluded in which it turns out that the Pskov governor hurried, making a decision to congratulate Nikolai Kozlovsky on his office.
