Deputies of the regional assembly endowed Andrei Turchak with the authority of the governor
On February 27, 2009, deputies of the Pskov Regional Assembly, on the proposal of the president, endowed Andrei Turchak with the authority of the governor. The thirty -three -year -old head of the region was described as a “mature federal politician with a very great federal recognition and cross -country ability” and thanked for the “education of such a son” of his father, a close friend of Vladimir Putin.

However, perhaps, Mr. Kuznetsov did not really lose, throwing an invitation. The observer of the “Pskov province”, who watched the ceremony in the original format proposed by its organizers, is forced to regret that in terms of energy intensity, the inauguration of the appointed head of the region is noticeably inferior to the inauguration of the popularly chosen governor [ 1 ].
Remote democracy
Writing journalists were not allowed into the Great Hall of the Pskov House. The exception was made for photocations and video operators who were able to shoot the “historical event” strictly from the points indicated by them. The writer was invited to see the direct broadcast of the ceremony from the screen of a large plasma TV set in the “sandy hall” of the regional administration (when, and most importantly - for how many former cabinet Evgeny Mikhailov, repaired literally on the eve of Mikhail Kuznetsov’s coming to power, turned from “malachite”, and not to find out “sand succeeded).
This format of the work of the Pskov press, in principle, was a sign. In February 2007, they also remotely, they saw the meeting of Dmitry Medvedev, then still Deputy Prime Minister of the Russian government, and one of the two potential “successors”, with the leadership of the Pskov region [ 2 ]. It seemed that broadcasting from the screens to representatives of the Russian authorities is somehow more familiar and comfortable.
Moreover, the scene from Viktor Pelevin’s novel “Generation P” was involuntarily recalled, in which the main character with horror finds out that all Russian politicians without exception are only virtual models that exist exclusively on the other side of the television screen:
So, they are all that?
All without exception.
Come on, do not drive, ”Tatar said uncertainly. “They sees them so many people every day.”
Where?
On TV ... Ah, yes ... that is, how ... But there are people who meet with them every day.
Have you seen these people?
Certainly.
Where?
Tatar thought.
On TV, ”he said.
That is, you understand what I'm getting at?
I'm starting, ”Tatar answered.
Actually, this time, observing the plasma screen, the procedure for endowing Andrei Turchak by the authority of the head of the region, it was difficult to get rid of the thought that the “virtualization” of the process without much damage could be brought to the absurdity. With exactly the same success without five minutes, the governor could appear on the big screen and deputies of the Pskov Regional Assembly.
What is there, it can be assumed that the residents of the region would not have experienced much discomfort if they had later gone the head of the region exclusively on blue screens, on the Saturday of the program “News of the Week. Pskov ”(in fact, nothing will change for the vast majority of Pskov viewers). This subspecies of sovereign democracy could well be called "distance".
"... all the people of St. Petersburg"
Meanwhile, the television show began. The first before the Pskov parliamentarians was the Plenipotentiary of the President in the North-Western Federal District Ilya Klebanov. “The President of the Russian Federation offered you the candidacy of a 33 -year -old man,” he addressed the Pskov deputies. “If the vote passes positively, Russia will receive the youngest in its history of the governor, which is very important, especially during the period of socio-economic problems experienced by our country.” However, why this is so important in this period, the envoy did not explain.
But Mr. Klebanov informed the parliamentarians that, in the person of Andrei Turchak, they receive a "mature federal policy with a very great federal recognition and cross-country ability." The last, very ambiguous circumstance, the authorized representative of the president deciphered, explaining that the applicant he presented to the post of the Pskov governor "enjoys the support of not only the Presidential Administration and the United Russia party, but also many ministers of the Government of the Russian Federation."
Then the “man and all -terrain vehicle” himself spoke to the parliamentarians, who read a little speech on a piece of paper. It, in particular, said that crises “come and go”, but in no case are a reason for “refusing active actions”. “When the residents of the Pskov region during the war gathered a convoy with food for the blockade Leningrad throughout the world, they were not sweet either,” Mr. Turchak, born in Leningrad in 1975, reminded him, after which he concluded that “it was better to make life on his land in any conditions”
Having stated that the administration’s priority will be “Caring for a simple person”, Andrei Turchak said that in the near future he intends to revise the expenditure part of the region’s budget, in order to create a reserve “in the event of emergency situations in the social sphere”.
In addition, without five minutes, the governor listed the main directions of his future activities related to the main wealth of the Pskov region: forest, land and border with three states. He promised to promote the emergence of wood processing enterprises in the region, “so that goods with high additional costs are produced in the region”, “restore order at border crossings” and establish border cooperation, and contribute to the emergence of profitable farms in the agricultural sector.
As for the resources for the implementation of these plans, Mr. Turchak promised to establish effective cooperation with the neighboring regions, and, above all, to him in St. Petersburg. “Our regions have always had close ties,” said Andrei Turchak, and in confirmation of their words brought the proverb: “Pskov and Vitebsk - all St. Petersburg people,” actually, more regarding the leakage of workers and brains from the province to the northern capital. For example, after the war in the Pskov region, they often said: "Today, all Palkin - all St. Petersburg."
At the end of the performance, the future governor assured the parliamentarians that “he intends to hear people, and not close from them” and promised to resume the personal reception of citizens - his predecessor Mikhail Kuznetsov, as you know, considered this the irrational consumption of the governor’s time. After that, Andrei Turchak proclaimed the ultimate goal of his arrival at the post of head of the Pskov region: “The region can and should become the most attractive and comfortable region for life!”
"As they say, we will win together!" - He completed his speech with a kind of pre-election slogan.
Constrained by one chain
Then representatives of the factions of the Pskov Regional Assembly spoke. Representatives of United Russia, Fair Russia and the LDPR predictably announced their support proposed by the president of the candidacy and confirmed their readiness to vote in advance for the vesting of Andrei Turchak by the authority of the governor.
Only the details of their performances were ranging. For example, the leader of the Pskov Fertures, Mikhail Bryachak, complaining that the new head of the region went to a very complex inheritance “due to the difficult moral and psychological state of the region”, explained that the “policy of“ his and strangers ”, which was pursued by the former governor, created the“ atmosphere of enmity ”and warned Andrei Turchak against“ creeping these processes ”.
But the head of the Communist Party faction in the regional assembly Anatoly Koposov said with visible regret that the Pskov Communists cannot vote for the candidacy of the party member. At the same time, he continued, after communicating with Comrade Turchak, members of the Communist Party faction were convinced that he was “not a shift, not a political weather vane”, sincerely intends to work for the good of the region and negatively refers to the idea of its liquidation by uniting with one of the neighboring regions. Therefore, they (Communists) also cannot vote against the candidacy of Mr. Turchak. So, Anatoly Petrovich summarized the intrigue, the faction simply will not take part in the vote.
At the same time, the head of the Communist Party faction assured Andrei Turchak that the Communists are ready to support all his good undertakings.
The subsequent secret vote confirmed the words of Mr. Koposov. 37 out of 40 present deputies spoke for Mr. Turchak's candidacy. Three communists simply did not take the ballots.
Immediately after the accomplishment of the expected speaker of the regional assembly, Boris Polozov handed the symbols of his power to the newly -made chapter of the Pskov region: “Governor's medal” the size of a good saucer, a massive chain to it and an official certificate.
It is known for certain that before becoming an important element of the inauguration, the massive “medal” with the image of the coat of arms of the Pskov region was a souvenir made in small quantities even under Vladislav Tumanov: it was awarded the most honorable guests of the Pskov governor, famous for a special writer for the history of the region. Under Evgenia Mikhailov, one of the copies was adapted to the honorary case of the inauguration, supplying with a metal chain [ 3 ]. Obviously, this product weighs a lot: eyewitnesses remember how funny it looked on the chest of the thin Mikhail Kuznetsov [ 4 ].
However, this time, the “medal” was either not able to attach to the chain, or the organizers of the ceremony decided that on Andrei Turchak, who did not differ in significant dimensions, it would look quite strange. As a result, Boris Gennadievich simply put a metal circle in the hand of Andrei Anatolyevich, and hung a chain not burdened with an additional load on his neck. The latter refused to lie evenly on the governor's chest, so the speaker had to correct it for a long time. Andrei Turchak himself at that time himself considered the Pskov regalia with curiosity.
After that, the time has come for the governor's oath. “I swear in the exercise of the powers of the Governor of the Pskov Region, which are assigned to me by Russian citizens living in the Pskov region, to respect and protect the rights and freedoms of man and citizen, to observe the Constitution of the Russian Federation, federal laws, the charter and laws of the Pskov region,” Mr. Turchak solemnly said, putting his hand on the text of the Charter of the Pskov Region.
It seems that the oath text has remained unchanged since the election of governors: nevertheless, to be precise, then the powers of Andrei Anatolyevich were assigned not at all “Russian citizens living in the Pskov region”, but by their representatives represented by deputies of the regional parliament. And if you dig deeper, then a single person, the most strong and personally colored connection of which with Pskovshchina was that, being a student, he went here “to potatoes” [ 5 ].
The rich also cry
Having brought the governor's oath, Mr. Turchak addressed the gathered with a thanksgiving speech. In it, in particular, he promised that “the time of endless political conflicts has gone into the past” and, remind the words of a certain “ancient philosopher” that the homeland needs to be loved when she is “weak and small”, promised to make the Pskov region “become self -sufficient, attractive and strong”, and his activity in the governor’s post “a noticeable page in the history of the region”.
Then Ilya Klebanov took the word. He expressed the hope that the governor’s words about the termination of conflicts would “become the truth for many years” and, thanking the deputies who voted for his protrusion, said that he also wanted to say thanks to the father of the head of the region Anatoly Turchak - because he “raised such a son”.
It can be added that Anatoly Turchak, as you know, is a close friend of Vladimir Putin. Moreover, the Russian Newsweek magazine with reference to the Kremlin Source claims that “representing the papers for the future Pskov governor, the plenipotentiary in the North-Western District Ilya Klebanov and the first deputy head of the Kremlin administration, Vladislav Surkov, wanted to“ make Putin a pleasant ”[ 6 ].
They seemed to decide not to overdo it with congratulations: a solemn banquet had to be ahead, on which, presumably, many also had to give a word. But several brief knitting were still sounded.
First, Svetlana Zhurova, deputy chairman of the State Duma of the Russian Federation, deputy secretary of the General Council of the United Russia party on issues of interaction with public associations and work with youth, got up for the stands.
“Everyone has long had the impression that youth allegedly could never break into power until a huge life experience passes. But the example of Andrei Anatolyevich proves that young people need to have professionalism, great desire, desire and ability to make responsible decisions and show everyone that you can handle any task, ”said Ms. Zhurova, and then suggested:“ I think that these main qualities helped Andrei Anatolyevich gain the confidence of the president, pass all consultations, get approval of political parties. ”
“I am sure that the young man who has set ambitious goals will fulfill them and make life in the Pskov region better,” summarized the former athlete, and now the State Duma deputy.
In addition, he also climbed the stage of the Big Hall in order to congratulate the new governor, Metropolitan of Pskov and Velikoluksky Eusebius. “Let it not scare you that our region is not rich,” he told Andrei Turchak and recalled that “with blessings and the poor become rich, and without it the rich become poor.” The blessing of the Metropolitan Mr. Turchak immediately received.
Good or nothing
After the ceremony, Andrei Turchak, accompanied by Ilya Klebanov and Boris Polozov, visited the journalists languishing in the Sand Hall. By this time, media representatives had already distributed pieces of paper with six issues that were to be asked to the head of the region, the presidential envoy and the speaker of the regional parliament. And the press secretary of Mr. Klebanova Anna Diaghileva personally made sure whether the journalists were correctly remembered and ordered the priority of issues.
Nevertheless, the editor of the Pskov Information Agency Anna Fedorova managed to ask his own, seventh question: she asked Ilya Iosifovich to evaluate the results of the work of Mikhail Bartholomeevich. Ms. Diaghilev did not see any sedition in this, and gave the go-ahead.
The president’s envoy to evaluate Mr. Kuznetsov did not particularly long. “As the saying goes ...” he began a common phrase, but, apparently, he immediately realized that she was not quite appropriate, hesitated, but was forced to finish: - ... either good, or nothing! ”
Nevertheless, nothing could not be said to be said to the envoy either. “I tried quite a lot and energetically to help the former governor to realize that he became the governor of the region,” continued Mr. Klebanov. - In fact, I have no purely human claims to Kuznetsov. I did not know and do not know, and I think that I don’t know that Kuznetsov somehow manipulated the budget of the Pskov region. It was different. There was an unfinished understanding of the responsibility that he had taken upon himself. The governor is primarily a huge difficult responsibility for those who live in the region. It turned out that Mikhail Bartholomeevich Kuznetsov did not fully understand this, ”summarized the envoy.
Nevertheless, Ilya Klebanov spoke much more and more willing about Andrei Turchak, the youngest, according to his version, the governor “in the history of Russia”. “We have recently been talking a lot about the“ personnel reserve ”of the country, about thousands, about hundreds, and we must understand why all this is being done. And on the example of Andrei Anatolyevich, it is shown for why these personnel reserves are being created, for which young talented people who should prove themselves in business are looking for, ”explained the plenipotentiary representative of the president in the North -Western Federal District.
Meanwhile, according to the Russian Newsweek magazine, Andrei Turchak did not appear in the early versions of the Medvedev list, and he was included in the personnel reserve on Monday ”[ 7 ], that is, on February 16, 2009, when he was appointed and. O. Governor of the Pskov region.
It is possible that this circumstance to the president’s envoy in St. Petersburg was simply not known. Or he believed that the press would not know about it.
