On November 30, 2009, the Vice-Governor of the Pskov Region German Elyanyushkin at a press conference specially convened on this occasion voiced the results of the competition for the best sketch projects for the reconstruction of Lenin Square and the sign at the entrance to the city. The works submitted to the competition caused a stormy discussion both among the regulars of the Pskov Internet forums, which the regional official thanked for the "intelligence" and in "offline" [ 1 ]. It must be assumed that no less disputes will cause the choice of a competitive commission.

Among other persons who took places in the auditorium, the chairman of the Committee on Culture of the Regional Administration Zinaida Ivanov, chief architect Pskov Sergey Slavinsky, local historian Nathan Levin and deputy of the regional parliament, the famous Pskov entrepreneur Yuri Brochman were especially stood out. The latter, presumably, was not at all idle curiosity at all, but a desire to participate in a favorable contract. In addition, as you know, Mr. Brochman has a giant Matyugalnik for a long time, which had long been packed to the Pskovs, installed on Lenin Square and rightly absent on all the outline plans for its reconstruction.
Apparently, the authors of some projects were also present in the hall. “But ours did not enter the three ... But he is the best ...”, two men who were sitting behind the correspondent of the “Pskov province” quietly lamented. Without finding their brainchild among the sketches of the sign, designed to meet the city guests on the outskirts of Pskov, exhibited in the press center, and, obviously, are the winners of the competition, they began to complain to the “unprofessional” jury approach, which does not take into account the nuances such as the complexity of a particular object “in service”.
Herman Yelyashkin, however, immediately formulated the criteria, which, apparently, were guided by the regional authorities, defining the winner: “I always want the project to be cheap in implementation and look extremely pathos,” the vice -governor formulated his requirements. However, I was forced to state that "unfortunately, this did not work." But what exactly he lacks in the victorious projects-cheapness or pathos-Mr. Elyanyushkin did not clarify.

German Elyanyushkin clarified that in the process of work "something can be changed towards simplifying technical performance." As it turned out right there, the first victim of “simplification” was called upon the mouth of the underpass: “This is a matter of the future. Otherwise, we will begin in archeology, ”the vice -governor explained.
Journalists were interested in whether the monument to the leader of the world proletariat on the main square of the city would really be replaced by the equestrian statue of Dovmont, but German Vyacheslavovich said that the monument on the sketch means only “a place for a monument in general”, and what it will be - this is a “separate conversation”. At least, “we export [a monument to Lenin from the same area] - this will definitely not happen. We will listen to all opinions, ”the official promised.
As for the timing of the start of work, then, according to him, the preparation of the documentation necessary to conduct an auction to create a working project will begin immediately. The development of the project itself can take from 6 to 11 months, after which work should begin on the actual reconstruction of the area. German Elyanyushkin expressed an optimistic assumption that they could be fulfilled already in 2010, but Vladimir Khokhlov, obviously familiar with the Pskov realities, immediately added that the process could be drawn.

After the topic of the press conference was exhausted, the word was asked by the Pskov local historian Nathan Levin. But German Elyanyushkin, obviously knowing what he would talk about, hastened to say that everything that Mr. Levin wants to say is his personal opinion and does not apply to the topic of the meeting. Based on this, the vice-governor suggested that the local historian talk with reporters in private. Representatives of the press, however, the overwhelming majority of this proposal landed.
Tatan Feliksovich, as it turned out, wanted to say “just ahead” that to summarize the competition for the creation of projects for the reconstruction of the main square and the entrance sign is inappropriate until Pskov becomes a “city of military glory”. It is this fact, according to Mr. Levin, that must, without a doubt, to find his reflection in both projects. “They did not receive that this is the brand, and there is the main idea!”, The local historian sincerely lamented.
