They calculated the salaries of public sector workers for key positions using the base estimate of 2,600 rubles and applying the base estimate we propose. In the first case, approximately 1 billion rubles will need to be allocated to the budget, and in the second, an additional 1.5 billion rubles will be needed. Trade unions insist on the inclusion in the draft law of the concept of official salary, which should not be less than 4,330 rubles. We insist on a surcharge of 25% for specialists working in the countryside. The position of the authorities is a 25% surcharge for those working and living in rural areas. In our opinion, this is not a suitable option, since many specialists working from the countryside live in the city. Thus, they may lose this allowance. The latest version of the bill indicates the need for annual indexation of the base calculated value, based on the economic opportunities of the Pskov region, which, in my opinion, does not solve the issue of wage indexation, as required by law.

Lev SHLOSBERG, chairman of the Pskov regional branch of the Russian United Democratic Party "YABLOKO": “The transfer of Yan Luzin to the regional administration under the direct control of Andrei Turchak and the actual appointment of Pyotr Slepchenko as the head of the Pskov administration is an attempt by the governor, first of all, to put all the fundamental decisions of the city authorities under his full control. Secondly, this, in my opinion, reflects Turchak's intention to break the system of management of the city's property complex, which was built by Luzin. And, thirdly, this appointment eliminates Yan Luzin as an independent political figure and blocks his political ambitions. That is, all the motives for this decision, in my opinion, have political roots. From the point of view of professional compliance with the supervised industry at the regional level (construction, housing and communal services, road construction, tariffs), this appointment is at least debatable. Yan Luzin comes from a different professional environment. I negatively evaluate all the changes in the work of the administration of Pskov that have taken place after the rejection of direct elections of the mayor of the city. First of all, because the Pskov city government is no longer essentially self-government, it is a department of the regional administration for the city of Pskov. Its activities can be more or less corrupt, more or less adequate, more or less open, but the essence does not change: this is not self-government, this is just bureaucracy. It must be admitted that even under the elected mayor of the city, there were many problems with the quality of city government. But the citizens had the opportunity to give a direct assessment of the person they elected in the local elections. Now this is not possible, and this creates opportunities for city politicians to ruin the budget for the purpose of personal PR and not bear any responsibility for this.
