And just in time. “Unscrupulous citizens took advantage of the current situation and appealed to the State Property Committee of the Pskov Region with a request to form a land plot for individual residential buildings,” Ivanov said in his statement. Then it turns out that the regime of the sanitary protection zone is a reason for refusing to issue a building permit.

The defender, maybe conscientious, but very prayer citizens, Pavel Andreev said that he opposes the pavement of the site, since this violates the "constitutional rights of disabled person Stepanova Anna Alekseevna, who applied in February 2014 for the formation of a land plot of 15 acres."

The deputy head of the city administration Tatyana Ivanova in response objected that constitutional law applies not only to this particular site, but in general to any possible. Stepanova was warned that in the process of consideration of her application, circumstances may swim that prevent the formation of the site in the desired place.

"Why do we put the rights of one disabled person above the rights of all others?" - The defender of consumer rights, Maxim Lyubichankovsky, asked a rhetorical question. “The Korytovsky forest is 75 hectares, and we offer to give only 15 acres to a disabled person,” Pavel Andreev corrected the speaker with a prayer in his voice.

“We have 15 thousand people with disabilities in our city,” the Moderator of the public hearings of the deputy head of the city, Alexander Kopylov, recalled in a reconciling tone. Definitely, all forests are not enough.

His words were greeted with applause. The hall was mainly attended by residents of the village of Korytovo, although in general there were few people - few knew about public hearings. Almost everyone supported the return of the site in question to the recreation mode.

But she deliberately abandoned this venture, since her children, children of neighbors, are a really demanded place of rest in the forest. At the same time, she asked the city authorities to figure out how it turns out that it is worth a large family to find a free land plot in the city, as a more status beneficiary - a disabled person or a war veteran begin to claim him.

The improvement of the Korytovsky forest is included in the "People's Program", Alexander Kopylov reassured everyone. “A bike path will be laid there, a ski track is equipped, garbage containers are installed,” the deputy head of the city promised.

Later, a message will appear in the news feeds that Pskov is almost ready to announce a competition for the design of work on the arrangement of the Korytovsky forest park. It will be to supervise it in Korytovo "Center for Pedagogy" (TsLP), which is led by a member of the Public Chamber of Russia from the Pskov region Andrei Tsarev. Work has already begun on the technical task for the competition, and a commission is also formed, which will evaluate projects.
