Stavropol as a nalchik
The visiting meeting of the Presidential Council for Human Rights was scheduled in Stavropol. Departure on the 4th evening, on Monday, night there, then a meeting with the president and a little with local human rights defenders. At the last moment, plans changed: we fly out on Tuesday morning, at 14-00 a meeting with the president, about seven in the evening ago. There will be no time for alternative conversations. Well, good.
At 9.30, the bus drove our company to the Golovkovo-2 government airport. A concrete fence, a gray gate 4 meters high, a booth and a sign “Movement is prohibited”. A strict man with bald patches and a list meets. So he resolutely entered the bus. Member of the Presidential Council, political scientist Leonid Polyakov, with a reflex gesture, pulled a tie knot. The man with a sharp look at his heads counted passengers and silently went out. The gate opened: drive through. The member of the Presidential Council, political analyst Leonid Polyakov, first weakened the tie, and then he took it off and neatly put it in the bag.
Blue spruce, petunia in flower beds, a building made of glass and concrete, a double -headed eagle. On a close horizon, a landfill for the burial of solid waste. Solid household waste. Garbage, in Russian, saying. An all-season red carpet made of rough synthetic sand leads to the aircraft, which in the 80s covered innovative tennis courts in Luzhniki. God knows what they are covered today. This is all from a past life - both tennis and ecology. Each Muscovite, a son of a bitch, produces more than a ton of garbage in a year. It has nowhere to take it, except in the area. Chronic reason for conflicts between the capital and regional authorities. Okay, drove. Although not - it is worth recalling that the volume of solid waste (mainly packaging) is considered a good indirect indicator of the standard of living: the richer the population, the more unnecessary paper, plastic, broken glass and torn metal it throws away. In this sense, Moscow is in no way inferior to other world capitals. But poor Moscow region! However, this is life. Moscow pays.
It turns out that with us the highest Muslim clergy flies to meet with the president: solid men in bright robes with Karakulevsky generals or something like a small white turban with a cockade. Looking into the distance and especially not communicating with anyone, the clergy occupies places in the Tu-134 head with the inscription "Russia" on board. We have places closer to the tail. Everything is true: spirituality is first of all.
Fifteen minutes after taking a take -off, the representative of the presidential administration with a beautiful baritone announces on the onboard connection that the president decided to hold a meeting not in Stavropol, but in Nalchik. There, therefore, we are flying. And again everything is correct: security is first of all. Do you have a guarantee that 50 unfortunate terrorists, driven by the Kadyrov clan into the mountains back in 2001 and since then many times destroyed there have not been armed with a pair of "stingers"? You do not have such a guarantee. So sit. Have they heard about the planned meeting in Stavropol? Surely heard. Maybe we drove up with the hotel. But we will spite them in Nalchik!
All this is wonderful. Both President Obama and the Minister of American Defense Gates, and their Secretary of State Clinton also prefer to fly to Kabul or Baghdad completely unexpectedly. The only difference is that Afghanistan and Iraq are not the United States, but individual states with their security services, which the American authorities are not obliged to trust too much. And we have in the Caucasus V.V. Putin has long been a constitutional order, is it?
Once again: well, good. I was not in Nalchik for 25 years. Also from the past geographical life. When we landed, along the strip to the waist in a weed in a weed after 100-150 meters there were figures, from afar similar to garden scarecrow. But they went down lower and it became clear that no - alive. In camouflage or black uniform, with a full combat layout or layout - I don’t know what this vest with a lot of pockets is called, which a smart Wasserman loves to wear so much on TV.
They sat down. Landing, by the way, is perfect. It never even shook. Outside the bustle and flickering window. People in the form of two three run out of there somewhere, clutching something heavy and, probably, capable of shooting to the chest. With optical sights, and sometimes even with legs. The police authorities with epaulets from the captains and above were caught up - a dime a dozen. At the airport, the inscription: “Kabardino-Balkaria welcomes dear guests. 65 years of great victory. " That is, life -affirming agitation lags behind for about a year. This is just close and native: it is immediately clear that, contrary to everything, we are still within the Fatherland.
Then everything is according to the regulations. Again, the bus, following the white traffic police with a miletic, we follow the streets of Nalchik with blocked traffic. The city has become better since Soviet times. Roofs from Ondulin or metal tiles, the facades are brought. In fact, he was not very interesting before-there was essentially no pre-Soviet architecture, and the post-Soviet is represented by the New Russian shopping centers and the Syndika type hotel (the name is languidly reminds of the ruling syndicate in the Republic), where we were hastily placed. The residential sector, as everywhere, is mainly from panel five -story buildings.
And almost immediately - to the building of the regional committee (that is, the administration of the President of the Republic) with indispensable columns, but —aah! - already without the profile of V.I. Lenin with a muscular neck of a classic style fighter. They began to wait for the president. Where and on what lane his board from Moscow settled, we are unknown. But he arrived at the meeting on three helicopters: two camouflage coloring with stars, and one white-and white passenger. Probably, to make it harder to choose from the ground. From which exactly he came out, I will not say for considerations of state security. I only note that one of the camouflage was cleanly washed, sparkled like a new one and sat down somehow hard (although it could seem to), and the other two were ordinary, slightly dusty and with the usual working soot on the case.
The president entered quickly and in a businesslike way. They did not even have time to get up, as it should be on the protocol. Modestly sat down (V. Surkov, A. Khloponin, and without further ado, conveyed the word to the head of the Council to Mikhail Fedotov. He also at a good pace of concisely described the results of our modest activity and formulated the main goal for the future - the creation of a comprehensive civil control system for government agencies. Including the development of a special law. Then we went in directions. Kirill Kabanov, and after him, Svetlana Gannushkina from different positions and in different language said about one thing: it was time to move from the style of wartime to the style of peaceful life. Which, however, is not at all in the interests of numerous power structures, which at the same time lose not only political influence, but also - let's say directly - a plentiful feeder. The thought is how true, equally irrelevant for the country, which suddenly felt an inescapable need in the All -Russian Popular Front. Which, on the contrary, is designed to contribute to all kinds of rally and all kinds of replacements.
Here I would add one more general observation. It is really strange: as the matter is to the elections, so Putin's Russia always reveals a breakthrough of external and internal enemies. Here and the pro, rattling with a weapon at our sacred borders. And arrogant claims to the bottom of the Arctic basin. And the aggression of pigs that have crazy from the bourgeois propaganda, which were introduced into our peaceful limits from the famous nursery of militarism beyond the Great Caucasian Range. And the treacherous murder of a truly Russian warrior, former Colonel Budanov. I won’t be surprised if closer to December that many times destroyed a handful of militants will again blow up something defenseless in order to violate the peace of Soviet (sorry, Russian) people engaged in creative labor.
Just like before the 2003 elections, when the insidious crests (very on time) decided to encroach on the span of our original Russian land on the island of Tuzl. Then, I remember, we gave them a close -knit electoral rebuff, thanks to which Dmitry Rogozin with a group of patriots ended up in the State Duma - and then in Brussels in a prestigious position. The island of Tuzla, as it was Ukrainian, remained ...
So this is not the time to sleep, comrade! Time to rally and prepare for new battles for strengthening the vertical. Including for an increase in the military budget, the fifth part of which, according to the recognition of the chief military prosecutor of Friedinsky, is plundered. Apparently, agents of the United States and Entente. Not by security forces?! In short, it's time to give another answer to Chamberlain. And here again these unbearable human rights activists. And President Medvedev for some reason listens to them. Although he could have been sent to Stavropol, to the meeting, for example, with Stinger. That would be a cool reason to tighten!
I regretted it, however. Or maybe just his nuts have the wrong system. In general, for this, there is another person in tandem.
Tamara Morshchakova, a person with vast experience in the highest courts, added the words of Kabanov and the Hannushkin volume. She said that 15% of all Russian citizens employed in business are subjected to or undergoing criminal prosecution. As many people guess, often with the aim of raider seizure or rolling out a rollback. For what reason, 17% of businessmen are already specifically prepared for leaving Russia, and 35% are only being considered. At the same time, as Ms. Morshchakova emphasized, the practice of criminal prosecution for administrative violations became ordinary in such cases (which are found in the activities of any office without difficulty) and the habit of judging the same act twice. I don’t know if she had specifically the case of Yukos - she sounded as a description of the prevailing rules of life, according to which the security forces were supposed to shake the business and thereby feed.
Then followed the concretization of history from the lips of Mara Polyakova - also a very well -deserved lawyer. We are talking about Magnitsky’s case, where by all participants in public examination, specialists were discovered a) signs of the corruption component and b) direct violations of procedural norms. “The hardest” - how she formulated.
First of all, the composition of the investigative group itself was obviously illegal. Magnitsky long before he was arrested, accused of these investigators of theft. To entrust an investigation into a group of people who have direct personal scores with the accused - this contradicts not only the norms of law, but also common sense. Unless, of course, we are talking about the interests of justice, and not about the interests of a private corporation, the purpose of which is defiantly punishing everyone who dares to encroach on her holy right to crush and devour. It is not so important - from the budget or from private business. And there and there there should be no reception against their scrap. This is the basic law of vertical Russia. The fact that it has not yet been cast in granite is not explained by a shortage of court creators, but by unwillingness to assert so obvious.
The second purely procedural violation: when detained, the court must formulate specific grounds. They are not in the case, with the exception of clearly poor -quality ones: “I prevented the search”. First, try to prevent this public. Secondly, the fact of the obstacle should be recorded in the report of the search with the signatures of investigators and witnesses. This is not in the protocol - the motive, most likely, came up with retroactively. Which is natural if the brigade is initially biased. Moreover, when subsequent decisions on the extension of the detention of a citizen whose guilt has not yet been proven by the court (Magnitsky did not live to see), it is necessary, in accordance with the European Convention adopted by Russia, each time new , additional justifications. You can’t leave a person behind bars over and over again, because he “prevented the search”. The searches are over, and he is still sitting. Not being convicted. The international legal norm was also cheerfully ignored: since we need to sit, it means that he will sit.
In fact, this is called the privatization of the right to court and reprisal. We are the owners here! We decide who to live and to whom to die. This is our basic sovereign law. All further from it follows logically. Ignoring petitions. Refusal to transfer the necessary drugs. An eight -fold unmotivated translation from one place of imprisonment to another - including before a medical examination, the right to which the protection achieved. The inspection as a result, of course, did not take place.
From the papers comes such a thick smell of triumphant boorish arbitrariness that it is literally sick. The comrades are so confident in complete impunity that they are lazy to record some linden justification in the papers for their eyes. And so it will do! And who dares to control them - the authorities, or what? So it is with them at the same time ... the corporation! Of those that were previously called vertically integrated.
President Medvedev listened to all this (and something else) politely and calmly. It seems that he was already in the know. In general, there is a feeling that he is aware of such exotic things that human rights activists are not suspected of their simplicity. Well, then he is the president. To a polite question, whether he will be against the publication of this examination, answered with restraint and specifically: “Please. Though here, at least abroad. ” And he explained: "It is public." Here everyone is free to understand how they want. Either as a tribute to social initiatives that are not subject to censorship, or, on the contrary, as a neglect of papers who do not have official power. Or maybe both together. It happens.
Here, it seems to me, the main thing. Such meetings are good that you see a living person, you feel facial expressions and intonations. The president was restrained and, it seems, was slightly tired. He has several unpleasant things in a row. A difficult conversation with Minister Serdyukov about a strange (or the very “exotic”) use of the lands of the Ministry of Defense in the Far East and the failure of defense orders. An equally difficult impression of the “exotic” use of federal funds on Fr. Russian, where the local authorities are violently preparing a Pacific summit. Cooking, cooking, and still will not prepare. After that, still predictable failure in negotiations from NATO PR. Now we are. Well, let's say we are a trifle for him. But after us, there will be mufti for another two hours - it was not for nothing that they flew in.

Each has its own faith, their own insults and their own indisputable correctness. Which is difficult to combine with another, as undeniable. And then, on the right hand, immediately after Mr. Surkov sits a new (again exotic) president of the hospitable republic, about whose team the former president, according to the Moscow concepts of a pretty decent and respected Ebzeev, said something like "these scum overcame me." If you want, if you do not want, but deal with the one who defeated. With those who build the longest (by time?) In the country, the bridge to the island of Russian. With those who tirelessly holding back the aggressive block of NATO, stinging the fifth (well, if the fifth!) Of the budget on the way.
And also ahead of the elections and one must somehow very specifically convince the whole exotic public (and, most importantly, the one who led her to power) that it would be in her interests that it would be possible to re-elect President Medvedev for a new term. Because no one canceled political ambitions and power competition. And he, of course, wants to ... in his youth.
Naturally, a priority system is built. All political animals, of course, are equal. But those that have strong teeth and can make a lot of fingering - or even bite off their heads - inevitably turn out more equal. The fact that the president agrees to meet such toothless bores as, for example, Oreshkin is also not a sign of his goodwill. More precisely, and the sign too. If he didn’t want to, he would not have met. Lukashenko lives without such meetings - and very nothing. Close the population all over envy. He threatens, if anything, take it into dugouts. And he will take it away! Until the time the security forces retain him fidelity (for which they need to pay), he can drive his Belarusian people for forty years in the desert - he will not go anywhere. Because he’s eagerly believed in the same great law: there is no admission against scrap.
More important here is another. The somewhat feverish activity of both members of our precious tandem is quite simple - elections on the nose. And the process, which was called “we will sit down and agree,” actually has been going on for a long time. That is, they are in their pure form and agree. Not with each other, of course - that they did not see each other? - And with those social groups, on which the choice really depends. Dubious pleasure. Mr. Lukashenko, in particular, had long taken care to agree with anyone. Therefore, for him the election is not a problem at all - how much is necessary, so much will be.
We still have a little wrong. So far.
But this is why, it seems to me, President Medvedev is forced to demonstrate loyalty, including human rights activists. And - you will not believe! - For example, start the investigation of Magnitsky’s case. Or create conditions under which Oleg Orlov from the Memorial became possible. Although Kadyrov himself filed a lawsuit against him!
It is clear that all this is done in such a neat manner so as not to frighten too much those who suspect that the process, do not bring the Lord, can continue to advance. Say, before corruption in the Ministry of Defense.
