Ghost wander around Russia
“How would it be in this country, if not for corruption?”, ”Honored one friend of mine, paying with the traffic cop for the speed of speed not a very large bribe. It is really difficult to exclude himself from a corruption chain to a simple person. It is possible, but difficult, overhead - for money, in time, in nervous costs. My friend, meanwhile, had long left for the States and successfully works in Microsoft Inc, and we stayed here, and corruption too. And the ghost of the fight against corruption - its eternal satellite - also did not go anywhere.
It was already rightly said that the state characterizes not so much the level of corruption as the uncompromising of the struggle against it. Corruption was always and everywhere. Russia is no exception. Our country differs from others only by the scale of this misfortune and methods of confrontation. Or, more precisely, not confrontation.
Again, it was not for me that the more civil society and the institutions of law were more difficult, the more difficult it is in this country to survive corruption. In terms of society and rights, we are not weaving in the tail itself - for example, there are, for example, such reserves of totalitarianism as North Korea, Cuba or Turkmenistan. (Is this not an object for patriotic pride!) Therefore, Russia today is not the most poor in the sense of corruption of the country.
Some unfinished political scientists convince us that corruption was born under Yeltsin, and with their hearted to the heart of Soviet power, it was meager or it was not at all. Lies! Corruption exists wherever there is a deficit - products and goods, health care and law, freedom and responsibility. And, of course, where there is an excess of uncontrolled power.
In the USSR, there was hardly less corruption than now; She only had slightly different forms. Calculations were less likely to be carried out in monetary terms, more often - in natural. The most popular corruption currency was the blat. The payment system for services was brought to perfection. Soviet corrupt officials in their places could do what it was difficult to buy for money - to smear from the army, put in a good hospital, help with entering the institute, move to the beginning of the "Lada" or apartment, promote the career ladder and much more.
However, Blat was a very common, but not the only payment means. They also paid goods and money. Those who do not remember the film Gaidai “The Caucasian Captive”, where a small Prokhindey asks the Soviet official for the abduction of the bride a herd of sheep, a refrigerator and a ticket. Here is a fee - goods and blat. But there was money. I even remember some prices of the 70s. Roll up from the army-an average of 2-3 thousand rubles (I remind you, the average salary was then 130 rubles per month). Throw in court one year of prison term - 1 thousand rubles. (Before the trial - cheaper). Replace the death penalty by deprivation of liberty - 15 thousand rubles. Sick leave for three days-15-20 rubles. The crossing of the border through the Pamir Mountains to Afghanistan is 2 thousand rubles. From a person (but without a guarantee that the conductors will take the money, but they will not be thrown into the abyss). An illegal place on a foreign trading ship in Odessa for flight to the west (a more reliable option) - 5 thousand rubles.
Everything had its own corruption price. So talkative political scientists and admirers of Soviet power were either dopens who did not learn lessons and did not know their lives, or they were used to lie so since their red bursts of Komsomol youth that they still cannot stop.
In a country in which a lot of money is spinning, and the law is helpless and imperfect, corruption blooms with lush color is rich and self -confident. In Russia, it has long become a lifestyle, a social norm. It is considered a sign of good tone to scold it, how to lament the fools and roads. In the spirit of time and does not oblige to anything.
Almost all state power, all business and most of society are entangled in corruption networks. From time to time, a new campaign against corruption is announced in the country. All key corrupt officials act with it as the most energetic fighters - from the first persons of the region to the first persons of the state. It is not surprising that this whole ghostly war is limited to the solemn and noisy capture of several unfortunate people who are declared the fanses of hell and enemies of the human race. It may be so, but those who catch are no better.
That seriousness looks funny and the noble indignation with which the case of the senior teacher of the faculty of public administration of Moscow State University named after the press is discussed in the press. M.V. Lomonosov Polina Surina. It seems to me that in the glorious team of teachers of the University of the “White Roof”, it looks rather not her, but those who do not take bribes. Everyone understands this, but they make another ritual sacrifice, because these are the rules of the game and someone should answer for everyone. The dragon of crooked vascular requires sacrifice.About how the victims of the anti -corruption campaign are chosen, I was told a couple of weeks ago in one small district town of 650 km. From Moscow. From above, along the line of the Ministry of Internal Affairs, a directive came: to compete with corruption in healthcare. The plan for the area is at least two people. The head of the district police came to the head doctor of the Central District Hospital (Central District Hospital) with a sacramental question: who to plant? The head of the police is not an enemy to the head doctor. The head doctor is not an enemy to his employees. Doctors are not enemies to their patients. Patients to doctors - even more so. But there is a directive, and it must be performed. Who to plant? The city is small, everything is in sight. How to choose?
You could plant any doctor and any nurse. Everyone takes. Basically, on ballots about disability. For the "sick leave" for three days - 300 rubles. (This is the case in the district center, and in large cities-2-3 thousand rubles) earn on the resale of drugs, dressing material and trifles for much more. From the "left" ballots, nurses have the main income, who organize and decorate everything. The attending physician receives a signature on the ballot 50 rubles. Someone leaves the senior nurse, the head of the department or clinic. Of the total amount, each head unfinses the head doctor. How much he gives the head doctor to the regional administration, I did not ask the head doctor.
Take for any corruption - you won’t miss. But from the directive of the regional Department of Internal Affairs, it followed that two, but necessarily from the senior medical staff, that is, doctors. After conferring, they chose two: one doctor of pre -retirement age, another already in retirement, but working. Designed, judged, sentenced. Of course, all his own, and no one went to jail. The deadlines were conditional. One immediately returned to work, the other in his hearts spat on everything and took up his garden.
The report on the victory over corruption in one individual area went upstairs. Nothing has changed in the city. Even bets for the "left" ballots.
Favorite Russian issues ask for discussion: who is to blame and what to do? What to do, anyone will say to us - to transplant everyone. And the most important corrupt official, so that he himself is not suspected of something, will say: to shoot everyone. Who and how to punish? - nurses - a medical corruption engine? According to the logic of the law, this would be correct, they are to blame - let them answer.
But do not rush to blame them. They are not the creators of this system, they are its screws. In the clinic, nurses work full time, sometimes and moreover, and receive 3900 rubles per month from the state budget for this. Is it possible to live with this money for a month for at least one person? The question is rhetorical. But many family, sometimes incomplete, and often such a nurse is the only breadwinner in the family.
A highly moraine person, especially the one who has not happened to be in a grip of brutal need, will certainly say that poverty is not an excuse for a crime. I, perhaps, agree with him, but I note that wages for an average qualification specialist of 3 thousand 900 rubles per month are a sign of the immorality of the state and the degradation of its main institutions.
And then it's time to move on to logical conclusions. The state budget is a complex thing. State Duma deputies break their spears and earn heart attacks, settling and coordinating the details, lobbying someone's interests and receiving modest millionth rewards for this. I am convinced that it would be possible to raise a salary for 680 thousand working nurses in Russia to a real subsistence minimum. For example, the Ministry of Defense could not purchase for themselves furniture from valuable wood species, and federal officials could ride on service “Mazdas” and “Honda”, and not at “Mercedes” and BMW. And even without such tragic decisions for officials, money for human salary would be found to find doctors. The budget has many costs less than national healthcare.
The problem is not that they cannot, but that they do not want. It is beneficial to the state that people massively violate the law. Not very much. Minor. By silent agreement with the authorities. Profitable from all points of view. Firstly, not paying salaries is a direct savings. Secondly, violators of the law are not prone to political protest and protection of their rights. Thirdly, universal attachment with criminal bonds allows you to easily manipulate people. At any level of power.
I will not plunge into a conspiracy theory. Let it be believed that it happened by itself. Maybe. But how successful for the authorities! Doctors, nurses, school teachers, university teachers - all “state employees” who receive a salary incompatible with life, are forced to look for a part -time job and most illegal. The state looks at it through his fingers and is quietly rejoices - while people steal, they are obedient and not dangerous. They are on the hook. By the way, these people are what is customary in Russia to be called the intelligentsia. Sowers of reasonable, good and eternal. Keepers of liberal ideas.
And so not only with "state employees." So with everyone. Such traps are placed for small and medium -sized businesses, such laws are issued that if everything is “right”, then nothing will work out. Almost any entrepreneur can be grabbed for violations, everyone has sins before the law. And not because the entrepreneurs are by the nature of their crooks, but because the laws are impossible.
Here is an example. In order to legally arrange a street retail outlet in a large city, it is necessary to get 78 approvals in different instances. And in a certain order. While you get the last signature, the first ten are already outdated (each approval is valid for a certain period). Everything must start again. So no one even starts! All approvals are bought in bulk, and there are even special companies affiliated with local authorities for that. Quickly, profitably, convenient! The entrepreneur is satisfied that you can finally engage in business and make money. The official is pleased that he feeds on bribes. The state is enough that the entrepreneur is on the hook and never will openly blame anything against the authorities. And if he gets away, he will go after Khodorkovsky in Krasnokamensk to knit grids. Any businessman has an unlimited reason. Cool system!
Now tell me who and why will change her? Who will fight corruption? Power? Yes, this is her lifebuoy! Corruption is the last hope of power for an obedient society. That is why she is in a hurry to criminalize the whole society, to make everyone guilty before the law. By any means - pushing to corruption, issuing obviously impossible laws, creating corruptionly capacious systems. Everyone should be in debt to the main creditor - the state. Everyone must understand that only on his behavior depends, the creditor will come now, later or never. What human rights are there, here to pay off debts!
This is the system. Sometimes, so that in the surrounding world they do not think of what is bad for the authorities, it declares corruption the battle. In fact, from this, a sluggish brawl with insignificant results is obtained. And everyone is joyfully guessing: this person was actually imprisoned for someone not enough. I violated the rules of the game. Do not want to sit - do not break. Simple and clear. It is just as well clear as the fact that the fight against corruption is actually only an illusion, only a ghost of the struggle. In Russia, the ghost of the fight against corruption wanders. And so he will wander aimlessly, frightening the faint-hearted and too impressionable, until someone in some magical way tickles the corruption political elite from his ragged place. That is, perhaps never. But maybe very soon.
