Presidential Welfare Reform Takes First Steps on Centenary of Bloody Sunday
The reform of the system of social security of citizens, about the uncontested need for which Vladimir Putin and practically all of his entourage kept repeating, and about the madness of the content of which all at least sane people spoke, has begun.
It began almost everywhere with the same thing - scandals on city buses. Pensioners, mostly labor veterans, vociferously refused to pay the fare. “Extreme for everyone” turned out to be the conductor-controllers - unfortunate women, whose duty is to “buy” the passengers. "Do you have a conscience???!!!" - shouted the unfortunate old people. They had absolutely nothing to say. The question was in the wrong place.
There are thousands, tens of thousands of such scenes that are impossible to look at without shuddering. And this is just the beginning.
More than three quarters of Russian pensioners are poor people. They have almost nothing to pay for life. They really count money for bread and milk every day, and for the holidays they buy cheap, unhealthy boiled sausage. They are treated with pills and drops that cost several tens of rubles a month. They wear clothes bought twenty years ago. Even before the reform, they gave half of their pension for an apartment and housing and communal services. These are exactly the people whose savings of the 1970s and 1980s “burned out” and who no longer had the opportunity to earn money for a “new life”. But the income from the labor of these people was fully used by the state in its time. And it is precisely this that is now dealing a mortal (without exaggeration) blow against them. In the year of the 60th anniversary of the Victory over fascism cynically advertised by the same authorities. But fascism was not defeated by the state. Fascism conquered the people.
Sometimes it really seems that some part of the brain of those who are able to come up with and implement such sophisticated forms of bullying people is simply missing. But it is not so.
Among the previously approved list for tens of millions of beneficiaries, there are, of course, senseless and undeserved benefits. They are received by people belonging to the well-off part of the population.
For example, I have never heard of distressed civil servants, customs officers or prosecutors. And benefits are different benefits.
It is quite obvious that for the older generation to have a decent life, it is simply necessary to pay people a satisfactory pension. Or a pension with normal compensation. If there is money, there will be no need for benefits.
But the privilege is not only a material thing. It is a status, symbolic, iconic thing. The same right of free travel is important not in itself, but because it is an opportunity at any time to go to a cheap market, to relatives and friends who are already few in number, to the post office, to the clinic and to the deceased relatives in the cemetery. It is the availability of the vital, not the demand for excess.
The state, which unwaveringly sent its conscript soldiers and officers to Afghanistan, Chechnya, and the devil knows where else to amuse its itchy imperial inferiority complex, now “grants” the relatives of the dead 150 (one hundred and fifty) rubles a month. The heroine in the popular film repeated the phrase that relentlessly follows thousands of people today: “You are bastards, gentlemen, you are just bastards ...”
On January 1, 2005, the Russian Federation ceased to be a "social state", as prescribed by the Constitution adopted at the referendum. And all the organizers of this action are actually state criminals. In fact perfect. But for some reason, the brave General Prosecutor's Office continues pogroms in the besieged YUKOS for the needs of several Chekists who have seized upon the state helm, and point-blank does not see the collapse of the social rights of tens of millions of citizens.
Paradoxically, many people still quite sincerely believe that His Excellency President of the Russian Federation Vladimir Vladimirovich Putin has nothing to do with all this outrage. And when the president, with a strict and even gloomy face of a people's guardian, asks the immediate head of the social system of Russia, Mikhail Zurabov, whether everything has been done to ensure that "people do not lose anything", the viewers (namely, in this capacity the authorities see the citizens of Russia) get the impression that the tsar demands from the negligent boyar to observe the people's welfare. The President, like a well-trained spy, plays his part professionally. But Zurabov's shifty eyes do not allow the "picture" to be completely true: Mr. Minister is lying and knows perfectly well that he is lying. But he also knows that he is carrying out the decrees of the king, and no decrees are his orders anymore. Everything else is for distraction.
The personal problems of health and social security of the Minister of Health and Social Security Mikhail Zurabov have been completely resolved. The average salary of a Russian minister, with all the bonuses for "unbearable working conditions," is approaching 100,000 rubles a month. But the president of the country must think with whom he arranged the all-Russian game of "giveaway" and "cat and mouse." And that life at one moment threw all the scenery of this rotten theater into the trash, along with advertising and propaganda videos-reports of manual and corrupt television companies, in which crazy grandmothers taken from nowhere are happy with a “solid increase” to their pensions.
They say that there is no evil without good. I must admit that I don’t see any good in the literal sense of the word from the social reform that took place, because I can’t for any reason consider billions of rubles frozen for many years in an economically meaningless stabilization fund, pumped up from crazy petrodollars, as good.
But, perhaps, dramatic thoughts about their personal fate and, as a result, about the fate of the Motherland will make people remember that they chose this crazy power for themselves. They voted for the president and his "order". Here it is, this order. They voted for the party of political meddlers "United Russia". Now we don't hear about other parties. They voted for governors, not one of whom (not one!) called this reform insane, although it is precisely on regional budgets that it will eventually tighten the financial stranglehold. It's scary, they're afraid to raise their heads, to say a word. They have something to lose - power. But it is the governors who, for the campaign with the social thimbler Zurabov, will be appointed by the highest decree as "scapegoats" for social collapse.
In decent countries, after such events, people take to the streets and sweep away such presidents, such governments and such parliaments like garbage. Because they do not serve the people and, as a result, people simply do not need them. Nothing. In less civilized countries, the case ends in massacre, shooting and looting, in more civilized countries - in a political blockade of the authorities. And the change of power, finally.
But the president of Russia has long been behaving not like a president elected by the citizens, but like a tyrant autocrat. And what is called parliament in the world, in Russia is not a parliament at all, but a collection of androids, in which the majority, distraught from the putrid smell of power, is ready to stamp even letters from “chamber number six” with the status of the Federal Law, if they are signed by V. Putin . And the neo-Stalinist Boris Gryzlov, the commissioned miscarriage of the KGB Zhirinovsky and the political provocateur Rogozin became the face of this "parliament". There is nothing to say about the government, except for a quote from Makarevich - "they are all puppets in dexterous and hard-working hands."
None of these state institutions is capable of serving the people. They are not created for this, they do not work for this. They are building an empire for a few dozen people who are preoccupied with robbing other people's property and appropriating people's power. And in this system of power, the most convenient state of the people for the state is poverty and lack of rights. In one word - slavery.
This is not a war on poverty, this is a war on the poor. It cannot lead to anything but the collapse of the country. Because no one needs a country that does not protect the rights of its citizens. She becomes an empty stage in a theater with no spectators.
In such a situation, the poor get the moral right to civil war. And this is the most serious thing.
I would still advise the president, who is in captivity of imperial complexes, to re-read the national history in the editorial office to the last servile censorship insanity. Including the events of January 9, 1905 - Bloody Sunday. Because then there were three revolutions, a sea of blood, the collapse of the empire, the total nightmare of a civil war and the establishment of one of the most cruel savage dictatorships in world history. And no one worked harder than others for such a tragic development of events as the autocratic sovereign, Emperor of All Rus'. It seems that he is now a role model for you, Mr. President?
Leo SHLOSBERG.
