Moscow is like Kogalym
I remember that in his youth we read the fairy tale “At the Elephant Birthday” David Samoilov. Or maybe they listened to the record. And so, in connection with the events in the beloved capital - as if a gentle blow from that happy reality.
Once in the 80s we stand with a daughter for a smelly lamb in a universm on the street. Rokotova (where the “seventh continent” is now). She jumps along the line and sings:
A marf leads us -
The famous teacher,
He plays on a violin
The animals sing a song ...
Of course, thanks to the party for this. Smiles bloom on the faces of Soviet people, and they kindle their eyes. We are all a little animals; Everyone went to birthdays. We sing more or less. And after all, how glorious it was! Alas, they did not value ... people around are relatives, understandable. We stand closely pressing, waiting for Madame in a white (well, dark white) dressing gown over the quilted jacket open the iron door and roll out a cart with pieces of lying flesh ...
The eyes around are kind, but attentive. Tenacious such eyes.
At the time of the rolling of the cart, animals forget about the song and rush to food. In principle, there are two of us in order to tear two pieces. Otherwise, I wouldn’t use the child to the handout. But this does not always work. Sometimes on a hard path to the cart, you still have to cut down a representative of the Ghegemon class, who climbs loudly without a queue. Because the hegemon has a lunch break and stand with those who do not have to do, he has no time ... to cut it off so that he will fly away, grab his lamb (it would be better to retreat with his back to the cash desk, groping out the child and not taking his good attentive eyes from the demiurge rising from the knees - all this required the outstanding possession of the skills of socialist hostel.
I do not want to say that it has always been like that. But it happened. So we, as a people, were in good shape. Now, of course, this is not. The consumer society, social ties and communication skills degrad, individualism, loneliness, maladaptation ... of the former cohesion and mobilization, I am afraid not to return. Although, maybe I'm just old. They say that now in queues (well, or in traffic jams) social ties are restored using traumatic pistols. Well, God forbid, God forbid. Progress cannot be stopped.
Feelings inspired by Samoilov’s poems and Moscow events allow us to hope that not everything is lost yet. The glorious past is closer than it seems. Actually, I was going to the appointment of the Moscow mayor. Where does the marf lead us? Whose birthday will we celebrate in 2012? In vain, or something, at six in the morning and at twelve in the morning they sing to us the same song on the words of Sergey Mikhalkov?
Something happened
At the beginning of the Moscow saga, it seemed to me that the birthday would celebrate V.V. Putin. At its end, with the appointment of Sobyanin, I don’t think so. Now I'm almost sure: Putin. This was indirectly confirmed by the famous teacher himself, for some reason emphasizing in an interview that Sobyanin is Medvedev’s man. It’s simple: since the deputy head of the administration has reached the point of explaining to society, “whose man” is a freshly known mayor, which means that the topic of promoting “their people” itself became so obvious that it is impossible to keep silent further. We have to answer a dumb question. This is the main thing. And the specific PR-athritation of Sobyanin is the tenth business. And besides, quite unambiguous. The deputy head would be good if he called him Putin's man! This would be a betrayal of the boss and recognition of his own failure - and at the same time.
No, the inhabitants of the Kremlin do not make such mistakes. Of course, the man Medvedev. If anyone forgot: Medvedev has a popularly recognized president. So we are all in a sense of his people, right? Especially if you distract from the thought of who made him president. And he did, among others, and S. Sobyanin. It was he who headed his election headquarters. I wish you to remember from whose presentation.
The view with which D.A. Medvedev on television answered the brisk questions of a censcious girl, it is difficult to call triumphant. The census is a good informational occasion. But the Moscow mayor is more important. The fact that the president did not find time to comment on the completion of the largest political history of the year, makes him doubt that he is really so pleased with the result.
But the deputy head of the administration is satisfied. Comments and plays on a violin. The positions of “United Russia” in the city will now intensify (otherwise the city was a nest of the opposition under Luzhkov), nurseries for young balls will strengthen their educational activities ... Everything will be fine, do not worry.
Who is Moscow now? (Who now has Moscow?)
Moscow has the mayor of Sergei Sobyanin - one of the most closed and specific politicians in the country. Which in itself allows you to see serious potential in it. When a person has close -ups in his head, he will not talk about them ahead of time. Sobyanin is silent like a Scythian idol.
But two aspects of his activity are thoroughly documented without words. This is the ability to work with a large raw material business and the ability to achieve the necessary results in the elections.
He is a nominee of the Khanty-Mansi Autonomous Okrug, worked a lot with Lukoil. According to managerial experience, a specialist in the control and “squeezing” of existing businesses and financial flows than the organization of new ones. Moscow is hardly worth expecting an outstanding creative from him. But to build everyone, to make hard discipline and require a specific result - he succeeds perfectly. For the post -jacket Moscow, the economy of which, theoretically, needs non -trivial management decisions, but in practice it feeds from primitive land trade, construction and deductions of raw materials, the leadership of Sobyanin should not be crushing: the matter, in general, is familiar. But there is no reason to expect bright breakthroughs. At least for the coming years.
Yes, from him - at least above - they are not expected. The electoral talents of the new mayor are more appreciated there.
The history of the elections characterizes the tough style of Mr. Sobyanin is even more definite. To begin with, relying on the support of the northern raw materials, he managed to suppress the resistance of the Tyumen southerners and in 2000 to win the governor of a very complex "matrythum" region. At the same time, he had a mandate from the northerners just that the question of the “nesting doll” and the enlargement of the region was removed from the agenda. That is, Sobyanin came to power at the same time as Putin, but with the exact opposite attitudes. That for centralization and enlargement, this one is the other way around.
However, he found a compromise. As a new governor, he defended the state status of oil and gas Severov, but did not allow them to strengthen administrative autonomy - what they hoped for. Rather, on the contrary: Sobyanin took them into even tougher ticks. But not wax. This is the ability to strangle the bird exactly to such a state that it does not sing too loudly, but does not stop carrying gold eggs, it also brings together the political manner of Sobyanin and Putin. Both big tactics and large pragmatists.
After the electoral victory, the new Governor of Tyumen quickly left the party of the Governor's Front “Fatherland - All of Russia”, willingly demonstrating loyalty to the president. One of the first to support the rejection of the governor's elections after Beslan. Indeed, why elections, if, with a properly built relationship with the president, there are no problems to secure a reassignment. As the right relationship with the president is built, S. Sobyanin has already shown in the 2004 elections.
Under his leadership, the Tyumen region was one of the first among the Russian regions actually demonstrated the electoral results, which we met mainly in the North Caucasus. The region issued "on the mountain" a turnout of 77.3% with 73.6% per Putin. In the good third of the territorial election commissions, the activity of citizens was about 90%. And the result of Putin too. At the same time, two routine signs of electoral falsifications were clearly designated. Firstly, a sharp increase in the turnout and support of “who is needed” in the province compared to cities. Secondly, a high positive correlation between the turnout and the percentage of “whom is needed”. The more ballots in the urn, the higher the share in favor of Putin.
This happens if dumping ballots, pre -filled in favor of only one of the candidates. The more ballots, the higher its share. S. Sobyanin managed to be one of the first to provide in a large region of Siberia truly Dagestan results. Well, and methods, of course, he had Caucasian. And what to be ashamed, if such a requirement of time: back, to the province!
Say, the Vagai tick of the Tyumen region in 2004 showed a show of 94.3% at 94.4% for Putin. Ishim TIK: turnout 94.8%, Putin 92.5%. For comparison, in Ishim (city) the turnout is 77.8%, Putin is 71.8%. It’s also cool, but still not so frank. Yaloturovskaya TIK (district): turnout 94.7%, Putin 95.7%. Yaloturovskaya TIK (city): turnout 62.1%, Putin 73.8%.
In those pores for Siberia, this looked like, to put it mildly, like exotic. The Soviet past seemed irrevocably departed. However, here you are, please! Since 2004, Sobyanin resolutely entered the leaders of the socialist competition on the compilation of electoral reports. Putin appreciated his organizational abilities and already in 2005 invited the head of the administration. So that he more readily explains to the other heads of the subjects of the federation how to live.
Sobyanin coped. The regions have mastered its progressive methods to the 2007-2008 cycle. He also coped with the election campaign in favor of D. Medvedev. After that, as a particularly trusted person, he went to the government with Putin to the post of Deputy Prime Minister and the head of the apparatus.
What to wait?
Today Moscow was given out for him. It is unlikely that anyone doubts that with an eye on the 2012 elections. So, the Luzhkovskaya voting thresher will not only be preserved, but also strengthened. It should be clarified that she knew how to provide the desired figure against the background of the artificially reduced activity of a real voter: which allowed to “correct” the result with a relatively modestly modest stuffing of virtual votes. The new mayor, apparently, has a more difficult task. Not only to ensure the correct percentage, but also to make it against the background of a good turnout. It is difficult. Moscow is still not Ishim and not kogal. It is not enough to put an electoral task for Lukoil managers and achieve an impeccable implementation of the plan. Although…
The nuts will twist anyway. The closer 2012, the stronger. Positive resources are exhausted, which means that in order to preserve the authorities it will be necessary to use negative resources. The rails, on which a collective Putin rose ten years ago, are in one way or another in Kogalym.
And actually, after a long Luzhkovo rule, is Moscow different from Kogalym? After all, again a large village. At least electorally accurately. The shadow of the bright Soviet past with its provincial happiness returned to the capital surprisingly easy.
