January 12 (January 1, according to Art.) Of 1772, Count Mikhail Mikhailovich Speransky, an outstanding statesman, a reformer, a lawyer, founder of Russian legal science, was born.
Mikhail Speransky was born in the village of Cherkutin, Vladimir district. In 1780 he entered the Vladimir Theological Seminary, where, due to remarkable abilities, he received the surname Speransky, i.e. Giving hopes (from lat. The words “Spero” - hope).
Speransky had a huge impact on the life of the state, the reforms conducted by him affected almost all layers of Russian society. He was the author of the program of liberal transformations, the implementation of which would allow the constitutional monarchy to build in Russia. But from the entire program, only the creation of the State Council in 1810 was implemented.
On November 12, 2003, a memorial plaque was opened at the building of the Art and Graphic Faculty of Vladimir State University (here the spiritual seminary) was opened. On it is Speransky’s bas -relief and a quote from his composition: “Every government is legal when it is based on the will of the people.”
