The attendant dials a number on a stationary phone and a few minutes later a short -cut man in uniform comes out of the bowels of the building. Seeing the smartphone’s camera directed at him, he first asks to stop shooting. The woman categorically refuses, resting that she has the right to remove the employee in execution. The skirmish lasts almost a minute, after which the FSB officer is going to leave. A second before he is hiding in the doorway, a woman with a smartphone throws the phrase: “So you don’t give a damn that terrorist acts are held over the city?” On the face of a person in the form of irritation is replaced by interest. "What do you mean by a terrorist act?" He asks. In response, the woman persistently demands to present a certificate of personality, saying that she does not intend to tell such important information to anyone. After a new short skirmish, the FeSbashnik is finally hiding behind the door.

A few minutes later another employee of the department enters the street and, noticing a woman, immediately makes her a warning that it is prohibited from the “state security officers of state security”. And threatens to remove the phone.

Guardians of citizens of the Russian Federation

There are dozens of such as Elena Yun, throughout the country, if not hundreds of thousands of people. They call themselves “citizens of the USSR”, do not recognize the Russian Federation as a real state and try to convince the rest of this. To do this, many make video blogs where they lay out long videos without any installation, which sometimes gain hundreds of thousands of views.

However, first of all, “Citizens of the USSR” conduct their educational activities among Russian officials. They bombard employees with thousands of requests, demanding to present title documents on the basis of which they conduct their activities “in the USSR”. Their main task is to convince officials that they serve a country that de jure does not exist. On YouTube you can find hundreds of videos where the “Citizens of the USSR” convince employees of the mayor's office, local Ombudsmen, employees of state -owned banks and police officers to refuse to work for a fake state. For example, in September 2019, they came to one of the Novosibirsk territorial election commissions. It so coincided that this visit came at the very height of the mayor's campaign.

They tell Tsekhanovich that there are no Russian citizens, that in the Russian Federation there are only individuals and legal entities, who are moving property without five minutes. Russia as a private office

"Citizens of the USSR" consider the Russian Federation the largest hoax in the history of the 20th century. Trying to prove this, they appeal to complex legal argumentation.

“The last constitution that is in the State Archive is the Constitution of the USSR of 1977 and the Constitution of the Republics of 1978. Please note that the original of the 1993 Constitution simply does not exist. It exists only in the project. You can easily verify this by requesting a original in the Ministry of Justice. Elena Yun draws attention to the fact that there is no original and other fundamental document of modernity - the Belovezhsky agreement. Earlier, journalists really failed to find it, so the question of the whereabouts of the original remains open.

“But even if we pay attention to the text of the agreement we have, we will find many inconsistencies. The document on the creation of the USSR in 1922 was signed by some subjects of law - the Belarusian SSR, the Ukrainian SSR and the RSFSR. And the document on the dissolution of the USSR are signed by other subjects of law - Russia, Ukraine and Belarus, ”says Yun. In her opinion, this is very important, because “jurisprudence is an exact science”, and the subjects of law in all documents should be called the same.

Finally, the main argument of “Soviet citizens” is a referendum on the preservation of the USSR, which took place on March 17, 1991. In support of the country's preservation, 78 % of the inhabitants spoke on it, which means that all subsequent actions of the authorities did not have legal force.

All this leads “citizens of the USSR” to the idea that the Soviet Union still exists. Since Russia, from the point of view of the “citizens of the USSR”, is only a private corporation existing in the territory of the Soviet Union, the laws of the Russian Federation are nothing more than the normative acts in force within a private company. The passports of the Russian Federation “Citizens of the USSR” are contemptuously called “Ausvays” - by analogy with personality certificates issued by representatives of Nazi Germany in the occupied territory.

Receiving a passport, you confirm that you have arrived from somewhere, admit yourself to a migrant and abandon all the rights and wealth laid down to citizens of the USSR. That is, from the status of a supporting person, you turn into the status of an individual, ”says Yun. In her terminology, an individual is almost a slave.

After receiving the Ausweis, each “individual” has its own “guardian”-he disposes of all the benefits guaranteed by the residents of the USSR of the 1977 Constitution. On their YouTube channels “Citizens of the USSR” even place visual instructions by which residents of the Russian Federation can find out the names of their own “guardians” through the same Upik.de.

At the same time, according to Elena Yun, the real owners of the Russian Federation still take the calculations among themselves in solid Soviet rubles, and people who are not standing “bibariks” give out in their hands (as the “citizens of the USSR” contemptuously call the tickets of the Bank of Russia). “You delve into, all cash transactions in our country are still underway through the 810th currency code. This is indicated in all banking documents. This code has been assigned to the Soviet clearing ruble for many decades. “Bibariki”, according to the response from the Central Bank we received, are not a monetary unit, but just a “sign of the ruble”. These are the official answers of the bank, where it is reported that “the ticket of the Bank of Russia is not a monetary unit of Russia, but only certifies its existence”, as well as that code 810 is used by credit organizations to number personal accounts.

“Citizens of the USSR” believe that, receiving salaries and pensions in banks of the Russian Federation, people are involved in a fraudulent scheme. “We are forced to sign for receiving money on the 810th code. As a result, we receive wealthy Soviet rubles in our hands, and in fact they give us “bibariks”, ”says Elena Yun.

When will Russia be eliminated?

Feeling its vulnerability, the Russian Federation seeks to defeat the Soviet Union at a symbolic level, says Elizaveta Afanasyeva, the Samizdat correspondent, the Samizdat correspondent. “Take the same Immortal Regiment. Однако средний возраст участников, как правило, уходит ещё дальше — за 60 лет. Именно они в первую очередь заняты «восстановлением советских органов власти». Сколько таких людей живёт в России, установить невозможно. По заявлению «Председателя Президиума Верховного Совета РСФСР» Светланы Зори, только в Пермской области (она по-советски называет Пермский край областью) под её началом работает около тысячи человек. Все они занимают должности в районных и городских «советских» органах власти.

У «советских граждан» разный уровень образования и разный профессиональный бэкграунд. К примеру, Валентина Реунова, которая сейчас считает себя «Председателем Верховного Совета СССР», в 80–90-е годы была горным инженером, а «Председатель Президиума Верховного Совета РСФСР» Светлана Зоря в первой половине 2010-х даже пыталась заниматься бизнесом — правда, попытка провалилась.

Елена Юн имеет диплом учителя истории и большую часть своей жизни занималась образованием. Под её руководством работала детская студия. «Я работала с детьми по своим авторским методикам», — объясняет она. По её словам, она долгое время не понимала причин масштабного разграбления России, о которых постоянно пишут в СМИ, однако идея о том, что РФ — это не государство, а частная компания, всё расставила на свои места. По её словам, теперь, когда она всё осознала, у неё просто нет другого выхода. «Я слишком хорошо понимаю, что геноцид на нашей земле будет до последнего младенца. Будущего при таком раскладе нет ни у кого», — говорит она.

Судя по кадрам с прямой трансляции съезда, в нём действительно участвовали как минимум пара сотен человек.

На съезде «граждане СССР» приняли декларацию о «Единстве советского народа» и постановление о воссоздании советских органов власти.

По словам «верховной судьи СССР» Марины Пугачёвой, восстановление советских институтов идёт полным ходом. «Мы уже даже ЗАГСы восстановили. 2 февраля наш ЗАГС зарегистрировал первую свадьбу между советскими гражданами и передал эти данные в советское министерство юстиции», — хвастается Пугачёва в беседе с корреспондентом самиздата.

Кроме того, «структура власти», в которой работает Пугачёва, начала выдавать советские паспорта, то есть документы образца 1974 года. Их может получить каждый, кто больше не признаёт над собой власть РФ. Регистрационный сбор за паспорт «советское правительство» принимает в советских рублях. Тем же, у кого их нет, «советское правительство» великодушно разрешает заплатить деньгами РФ. «Регистрационный сбор стоит 2700 „бибариков“. И ещё 500 „бибариков“ мы берём за почтовые расходы», — объясняет Пугачёва.

«Аусвайс РФ» «советское правительство» предлагает гражданам сохранять и не выбрасывать. «Его стоит оставить как доказательство преступлений РФ», — говорит Пугачёва.

Работа «по восстановлению СССР» ведётся и за пределами СНГ. Так, по словам Елены Юн, иск к РФ подала её знакомая из Индии. Она потребовала от Верховного суда этой страны признать существование СССР и отказаться от международных отношений с РФ. «Она считает себя бесправной, пока живёт в Индии как гражданин несуществующей РФ. Она сможет стать полноправным человеком только будучи признанной гражданином СССР. Она хочет устроить в Индии грандиозный процесс по разоблачению РФ», — говорит Юн.

По её словам, «граждане СССР» из Новосибирска даже начали помогать своей индийской соотечественнице деньгами — они требовались на оплату адвоката. «Мы перевели ей 75 тысяч рублей. Однако позже она попросила ещё 150 тысяч на большую пресс-конференцию и профессиональный перевод материалов иска. Эту сумму мы уже не потянули, и она на нас обиделась», — жалуется Юн. Связаться с «гражданкой СССР» из Индии корреспонденту самиздата не удалось.

Впрочем, говорить о слаженной борьбе за восстановление советских органов власти пока что явно не приходится. Внутри самого движения «граждан СССР» идет жёсткая и непрекращающаяся политическая борьба.

Так, по словам «Председателя Президиума Верховного Совета РСФСР» Светланы Зори, её пытались исключить из «советского движения» дважды. Вначале она работала в команде «президента СССР» Вячеслава Тараскина в качестве замглавы Пермской области. Однако в 2017 году он отстранил её от власти, обвинив в неподчинении руководству и экстремизме.

Этот вопрос стал причиной серьёзных разногласий», — объясняет Зоря.

В итоге Реунова встала на сторону Кузнецовой, и Зоря была снята со всех постов. Это произошло в декабре 2018 года. «Меня обвинили в попытке захвата власти и завели уголовное дело. Суд провели за моей спиной, и в итоге меня приговорили к 24 годам лишения свободы. Меня на заседание суда даже не пригласили», — жалуется Зоря. Она отказалась считать это решение легитимным, и в итоге возглавляемый ею «Верховный Совет РСФСР» вышел из-под власти «Верховного Совета СССР» Реуновой.

Председатель «Верховного Суда СССР» Марина Пугачёва, которая продолжает работать в команде Валентины Реуновой, рисует иную версию событий. По её словам, Светлана Зоря «словила звезду». После того как её видеоролики начали набирать много просмотров на Youtube, у неё буквально «корона на голове выросла». «Используя свой пост министра соцобеспечения, она украла избирательные протоколы за 2017–2018 годы и начала шантажировать правительство: „Либо вы мне дадите хорошую должность, либо я не буду с вами работать“. Вы извините, но так советскую власть не восстанавливают», — объясняет Пугачёва корреспонденту самиздата.

Конфликт между Зорей и Реуновой — не первый и отнюдь не последний среди тех, что сотрясают движение «граждан СССР». Серьёзный скандал разгорелся даже во время масштабного июньского съезда 2019 года, который организовывала популярная в среде «советских граждан» видеоблогер Марина Мелихова. Как утверждает «гражданин СССР» Юрий Захаров, который приехал на съезд из Новокуйбышевска, его и других делегатов на этом мероприятии «использовали втёмную». «На съезде Мелихова и её окружение заявили о создании Объединенного координационного совета (ОКС) и объявили себя его руководителями. А тем, кто был с чем-то несогласен, просто затыкали рот», — рассказал мужчина корреспонденту самиздата.

Организаторы использовали съезд для узурпации власти, подтверждает соратница Захарова из Новокуйбышевска Елизавета Афанасьева. «Мы надеялись, что на съезде будет объявлено о подготовке к выборам в советские органы власти. Но, как оказалось, им выборы были не нужны. Они вписали в 16-ю статью своей декларации, что ОКС вправе, минуя съезд, делать почти всё что угодно, даже обращаться в ООН», — говорит Афанасьева.

В результате новокуйбышевские делегаты итоги съезда не признали. Вернувшись домой, они выложили на YouTube несколько роликов с разоблачением организаторов. Лояльные Мелиховой интернет-ресурсы в долгу не остались и начали обвинять новокуйбышевцев в работе на НОД — Народно-освободительное движение ультраконсервативного депутата Евгения Фёдорова. В итоге теперь в Самарской области существует сразу два «движения СССР»: одно из них представляют люди, солидарные с Захаровым и Афанасьевой, другое — Облисполком, признающий власть ОКС. Аналогичный раскол после съезда произошёл и во многих других регионах страны.

Ситуация, когда в одном городе действует два, а то и три движения «граждан СССР», встречается повсеместно. Иногда в одном городе действует сразу два «Верховных Совета РСФСР/СССР». Причём представители каждого из них утверждают, что были избраны легитимно — «проснувшимися советскими гражданами». Каждое из таких движений считает себя самым «истинным» и демократичным, а своим землякам выдвигает миллион обвинений. Самое популярное из них — «работа в интересах Российской Федерации».

Хотя есть среди «советских людей» и те, кто считает, что создание подобных структур скорее вредит общему делу. Так, Елена Юн называет деятельность своих единомышленников из «Областного совета Новосибирска» «бессмысленной». Ей не нравятся их игры в «министерства» и «советы депутатов». Кроме того, её взгляды на историю Советского Союза сильно отличаются от тех, которые в «движении СССР» принято считать каноничными. Юн считает, что порабощение людей началось уже после смерти Сталина в 1953 году. Именно тогда партия начала постепенно отчуждать у граждан СССР их права и свободы. «Всё это было окончательно закреплено в Конституции 1977 года, где впервые появилась статья о руководящей роли КПСС. Именно эта Конституция является первым колониальным документом», — говорит Юн.

Однако «граждане СССР» из «Областного совета Новосибирска» приняли её позицию в штыки. «На одной из их встреч я задала вопрос, почему они цепляются за Конституцию 1977 года, так они на меня с кулаками полезли», — жалуется Юн. После этого она пришла к выводу, что за Конституцию 1977 года держатся те, кто после ликвидации РФ сам метит в начальники.

У идеи СССР не может быть автора

Выяснить, кто первым высказал идею о том, что Советский Союз существует до сих пор, сейчас уже почти невозможно. Большинство «граждан СССР», с которыми удалось поговорить, начали свою активность не раньше середины 2010-х годов, и, по их словам, уже тогда эта идея буквально витала в воздухе.

Судя по сообщениям в СМИ, одним из первых «восстановителей СССР» мог быть дантист из Зеленограда Сергей Тараскин. Он объявил о нелегитимности РФ ещё в далёком 2010 году. Сделал он это в довольно специфичной форме, во время суда по выселению его клиники из муниципального помещения. На суде Тараскин объявил себя врио президента СССР. «Больше 18 лет эта должность была свободна, никто из солдат и офицеров Советской армии, которые должны были исполнить собственную воинскую присягу, на эту должность не вступал», — цитирует заявление Тараскина «Медиазона».

Тараскин считает, что, раз его заявление о вступлении в должность было сделано в суде, значит, служащие РФ официально уведомлены о том, что он приступил к исполнению обязанностей президента СССР.

С Тараскиным так или иначе пересекались почти все собеседники самиздата. Так, Светлана Зоря, «Председатель Президиума Верховного Совета РСФСР», в своё время была у Тараскина «замглавой Пермской области». Нынешняя «Председатель Президиума Верховного Совета СССР» Валентина Реунова работала у Тараскина «министром финансов».

На суде Тараскин объявил себя врио президента СССР

Вспоминает Тараскина и живущий в украинском Днепропетровске Вячеслав Негреба. «В 2011 году он приезжал к нам. Было видно, что Тараскин хочет создать на Украине свою кадровую периферию. Потому что без Украины восстановить СССР невозможно», — делится Негреба инсайдом с корреспондентом самиздата.

Вероятно из-за острой политической борьбы, которая происходит в среде «граждан СССР», культового статуса Тараскин так и не приобрёл и новым Лениным не стал. Тот же Негреба презрительно называет «президента СССР» «стоматологом». «У идеи существования СССР не может быть автора. Ее невозможно купить или присвоить себе», — объясняет он.

Елена Юн характеризует Тараскина ещё более нелицеприятно, называя его «пронырой». «Обычный обманщик и хитрец, как и все эти Мелиховы-Реуновы. Хочет вместо торговой корпорации РФ сделать свою личную корпорацию СССР», — говорит она.

Последнее, что известно о Тараскине, — это то, что летом 2018 года к нему с обыском приходила военная контрразведка ФСБ. В августе 2019 года одна из его организаций — «Домой в СССР» — была признана экстремистской. Александр Тюрнин, занимающий в структуре Тараскина «пост главы КГБ Коми», был обвинён в экстремизме и приговорён к четырём годам тюрьмы. В ответ «президент СССР» пообещал отправить силовиков РФ «под трибунал».

СССР под ногами майора

Говорить о единой государственной политике по отношению к «гражданам СССР» не приходится — она сильно варьируется в зависимости от региона. Судя по новостям, под наибольшим прессингом «граждане СССР» находятся в Уральском и Северо-Западном федеральных округах.

К примеру, организацию Тараскина признал экстремистской Верховный суд Республики Коми. В июле 2019 году почти два десятка «граждан СССР» были задержаны в Нижневартовске. Как сообщает «URA.RU», они планировали захват административных зданий. «Эти эсэсэсэровцы уже все границы перешли», — цитирует издание эмоции местных силовиков. В середине февраля 2020 года по социальным сетям «советских людей» распространилась информация о том, что уголовное дело против «гражданки СССР» Людмилы Петровой было возбуждено в Карелии.

Иногда уголовные дела чередуются с психиатрическими проверками. Так, весной 2019 года против одной из курганских активисток «граждан СССР» Любови Кудряшовой силовики вначале возбудили уголовное дело по экстремистской статье, а затем отправили её на проверку в психбольницу. Адвокатом по этому делу, к слову, выступил депутат Курганской городской думы от КПРФ Яков Сидоров.

Елена Юн также с этим сталкивалась. «Однажды меня на четыре дня в психушку посадили, так мои близкие испытали такой стресс, что до сих пор отойти не могут. По совету адвоката требовали, чтобы я страницу удалила и из города на время уехала. Они пережили шок. Я же и там сохраняла спокойствие», — объясняет она. отношение служащих РФ к «гражданам СССР» серьёзно эволюционировало за последние пять лет в позитивную сторону

Кроме того, «граждан СССР» часто задерживают за участие в протестах против пенсионной и мусорной реформ, в акциях против точечной застройки и многих других. Так, Марина Мелихова в одном из своих видео жалуется на задержание своей соратницы Натальи Верин-Голицкой, которая в её организации занимает должность «руководителя отдела образования». При этом тут же отмечает , что задержали её за «протест против платной дороги» в Краснодарском крае. В другом видео, также посвящённом задержанию соратников, голос Мелиховой начинает дрожать , а на её глазах выступают слёзы.

Впрочем, единого фронта по отбиванию своих соратников из рук силовиков у «граждан СССР» не существует. Так, Юрий Захаров из Новокуйбышевска утверждает, что Мелихова сама виновата в задержании своих людей. «Пользуясь юридической неграмотностью, она сама провоцирует их на нарушение закона. А потом во всеуслышание кричит о репрессиях», — говорит он корреспонденту самиздата.

К собственным задержаниям и допросам он относится с пониманием. «Люди в органах работают в рамках того законодательства, в которое они верят. Если к ним поступил звонок, то они обязаны проверить, провести опрос, зафиксировать всё это в протоколе. И мы идём на контакт, не провоцируем, понимаем, что людям надо семью кормить», — рассказывает Захаров. По его словам, подобная стратегия общения приносит свои плоды: полицейские прислушиваются и даже подписываются на его YouTube-канал.

Светлана Зоря вообще считает, что отношение служащих РФ к «гражданам СССР» серьёзно эволюционировало за последние пять лет, причём в позитивную сторону. «Вначале нас просто игнорировали. Затем реагировали агрессивно, заявляя, что мы секта. А в последние годы нам начали спокойно отвечать», — рассказывает она. По её словам, когда её соратник «Генеральный секретарь ЦК КПСС» и «Верховный Главнокомандующий Вооруженных сил СССР» Юрий Карякин в середине декабря разослал российским силовикам распоряжение о мирной передаче власти, то ответы были уважительными. А Хабаровское МВД даже заявило, что приказ Карякина… был «доведён до личного состава».
