It is not the first year in the area of Lyubyatov, as you well know, that there is no hot water in the summer, and hot water appears sporadically in the winter. At the same time, the city administration through MU UMR No. 17 with enviable regularity sends bills to apartments for paying for hot water. And some tenants even pay these bills.
Not hoping that the city authorities themselves would pay attention to the existing problem, the residents of the microdistrict repeatedly applied to the city administration, to its relevant structural divisions, so that effective measures were finally taken and hot water supply to the houses and apartments of the microdistrict was restored.
It cannot be said that the city administration did not take any measures. But, unfortunately, these actions were and continue to be inadequate. It is a pity, but you, Mikhail Yakovlevich, and the city administration headed by you do not understand at what time and in what conditions you have to work, if you see the main reason for the lack of hot water supply in our district is that the boiler plant of the Pskovvodstroykonstruktsiya plant is private property . And instead of making every effort to solve the problems that exist between the city administration and the administration of the enterprise, and to prepare contracts for the provision of hot water to the district, you, it should be noted, very effectively engaged in discrediting a private enterprise, declaring its management to be the culprit in the lack of hot water supply to the district . However, life has long put everything in its place: ideology always comes to the fore where qualifications and professionalism give up their positions. For information: the cost of hot water to supply the PVSK plant, although not much, is cheaper than that of the Teploset MP.
Dear Mikhail Yakovlevich, in our opinion, you have gone the wrong way. The latest decision of the City Duma on this issue, prepared by the city administration, on the allocation of 12 million rubles. for the construction of a modular gas boiler house - this is another unqualified decision, now also of our deputies. In conditions when employees of structures subordinate to the city administration do not always receive wages on time, when the cost of a project for the construction of a modular boiler house exceeds the budgeted one by several times, when a line in the budget is far from always real money, there is no reason to hope for an early solution to the problem of providing hot water area Lyubyatova.
We see two equivalent reasons for the lack of hot water in the area:
the banal inability of the city administration, given the technical capability, to restore hot water supply to the district;
the unwillingness of the city administration to restore hot water supply to the district.
The restoration of hot water supply in the district will increase the financial "hole" in the city budget, as compensation from the city budget for the difference in price and real payment for utilities will increase. Moreover, the management of the PVSK plant will require timely, in accordance with the contract, payment for the provided heat and hot water, while its enterprise MP Teploset may not be paid on time, delay salaries, maintenance, etc.
Moreover, the administration of Pskov, headed by you, dear Mikhail Yakovlevich, by its inaction violates the right of the inhabitants of the Lyubyatov district to receive the declared utility service and, importantly, charges for this very unprovided service. And this is not only a disregard for the needs of their voters, who, by the way, also pay you, dear Mikhail Yakovlevich, through taxes, a salary and take you in a company car, but also a direct violation of the current legislation. This gives us every reason to go to court in accordance with the procedure established by law in order to protect our rights and force you, dear Mikhail Yakovlevich, to fulfill your direct duties if you do not take all the necessary measures to supply hot water to the Lyubyatov district. You, dear Mikhail Yakovlevich, are obliged to restore the current scheme for supplying hot water to the Lyubyatov district, while we, the residents of the district, will support you in an effort to improve this scheme.
We express an illusory hope that we will not have to go to court to protect our rights and compel you to fulfill your official duties. This can only be facilitated by the specific, really short period of restoration of hot water supply to the Lyubyatov district, named and executed by you, dear Mikhail Yakovlevich.
