Pechora deputies again cover the district charter
The court decision on the lawsuit of the head of the Pechora district Alexander Rogov to local deputies on the illegality of the redistribution of powers in local authorities of the district, as a barely resolved issue again got into the political agenda, did not have time to cover with dust.

On October 22, 2002, deputies of the Pechorsky District Assembly adopted (for the third time in a year) the next changes and additions to the charter of the district.
This time the scope was wider than the previous one. The deputies no longer arranged the seizure of powers from the head of the district, they decided to liquidate no less ... The administration of the district as a whole. As they say, to tear out this case with the root!
The deputies decided to introduce in the area the structure with the familiar name - the “district executive committee” and to subordinate it, of course, fully, to the assembly of deputies. As it is easy to guess, the deputies intend to transfer to the executive committee almost all the functions of the district administration. There are no district executive committees in any area of the Pskov region.
It would seem that the decision of the regional court (see the article “Pechora arc” in the “Pskov province” No. 39 of October 10, 2002 ) not only legally set all the points over “I”, but also outlined the ways and forms of interaction between the authorities in the region, that is, a compromise and withdrawal from the conflict.
But the deputies still did not appear at the sessions convened according to the charter by Alexander Rogov, but convened their own. At the same time, many decisions were made.
This lifted itself as loyal to a court decision in relation to deputy amateur performances of the Pechora district prosecutor's office.
On November 5, the district prosecutor Alexander Vaver filed an application with the Pechorsky District Court on invalidating decisions of the meeting of deputies of the Pechora district of October 22, 2002, including decisions of the meeting on the introduction of the next changes to the charter of the district.
In his statement, the prosecutor notes that “the decision on the convocation of the sixth extraordinary session of the Pechora district deputies on October 22, 2002, published in the Pechora Pravda newspaper on October 18, 2002, was adopted by the chairman of the Assembly of the Pechora district deputies by Vasiliev S.V. in violation of the requirements of Part 1 of Art. 32 and part 3 of Art. 28 of the current charter of the Pechorsky district, in accordance with which the decision on the appointment of an extraordinary session of the meeting of deputies is made by the head of the district.
The decisions adopted at the 6th extraordinary session of the deputies of the Pechora district were signed by the unauthorized person - the chairman of the Assembly of Deputies of the Pechora district Vasiliev S.V., and not the head of the Pechora district, as enshrined in part 5 of Art. 32 of the charter of the district. "
On November 28, a court session will be held at the request of the prosecutor.
But in the Pskov region there are organizations that are very relaxed to the court decisions. On November 18, 2002, the head of the regional administration, Yevgeny Mikhailov, signed an order “On state registration of amendments and additions to the charter of the Pechora District municipality, adopted at the same 6th extraordinary session of the Pechora deputies.
The logic of the governor’s actions is difficult to understand. With his own hands, he makes a barely paused bonfire of a political conflict, in which the image of the regional administration has already suffered significantly. Apparently, even more will suffer, since persistence in violation of the law has not yet adorned any power.
According to the editorial office of confidential information, at the last meeting of the heads of cities and districts with the governor several chapters politely, but persistently called on Evgeny Mikhailov to stop disgrace in the Pechora district and let Alexander Rogov calmly work. To which Evgeny Eduardovich transparently made it clear that he himself was not against a peaceful development of events, but he could not always convince his former deputy, and now the vice-chairman of the regional assembly of deputies Mikhail Gavunas. Well, Mikhail Savelyevich Alexander Anatolyevich did not fall in love, even though you are cracking. He cannot fall asleep until he comes up with any other municipal revolution in the Pechora district.
