Technical conditions for the competition for the project of the hotel "Pants" were inadequate buildings

In June, in Pskov, the competition “Pantel” was held to build a project for the development of one of the best sections of the historical city - the mouth of the Pskov River. 10 projects of Pskov architects, as well as colleagues from Voronezh and Bryansk, were submitted to the competition.

A competition was remarkably organized, with a grand scale and metropolitan brilliance. Our fellow countrymen-architects Boris and Dmitry Povlavsky, Anatoly Tsarik, Vladimir Vasiliev and Vladimir Shulyakovsky received the second and third awards. The first award was awarded the project of architect Vasily Isaev from Voronezh, actively promoted by the investor, the Moscow company "Insant".

Beautiful place

The mouth of the Pskov has long become a symbol of the city and for modern experiments it is not too favorable. However, the “insier” had already received the land and wished to use it in a civilized way: to build an expensive hotel in a very expensive place, with a view of the Kremlin and the famous cape, from which Pskov began.

There are many hotels in Pskov, but almost no one knows how to build in an ancient city in order to satisfy all the laws, regimes, regulations, etc., and get the desired result.

In order to find out the basic laws of this particular place, so as not to repeat the mistakes made by ignorance, so that, finally, to receive information to fuel a creative impulse, architects are offered supporting documentation. The history of the site is specially developed, the Earth is literally scanned, according to the annals, medieval documents, old photos and icons, everything that has ever been on the site of future hotels is visible. When all the information collected together, suddenly begin to speak, the voice of nature itself - the bend of the Pskov river, horseshoes, paths and ruins join them. Finally, new houses that are also entitled to vote in the modern urban environment.

And then the already or less clear, the already forgotten, many-sided image of some part of the city becomes more or less.

And only then you can breathe life into the abandoned shores and wastelands, to see exactly what to do, and look for options for possible development.

Beautiful applicants

In general, according to adopted urban planning acts, the mouth of the Pskov was supposed to be used as a public recreation and entertainment area for all citizens and guests. But all hands did not reach the improvement. Back in the 1990s, I. N. Savitsky proposed to take on the organization of the territory with the only preserved house. Then - B. D. Provivsky designed a small hotel complex. All proposals were rejected, since it was believed that the zone is inviolable, not private, but a citywide significance.

Two years ago, the famous actor and film director B. Galkin came to us, who conceived the shooting of the grandiose historical series of the era of Princess Olga, Vladimir Krasno Sun and the early Pskov. He explained that Pskov was not yet so spoiled by the new buildings as other old cities. He proposed to build the coast of the Pskov decorations - huts and churches that, after filming, can be used to accommodate tourists. Seduced the attractiveness of stylizations for a modern person. But, apparently, I did not collect the 40 million at the picture. e., or found a place even less touched by civilization. Talking about the film project did not resume.

But the idea of ​​mastering the coast of Pskov was already firmly settled in the minds of entrepreneurs, and "the process has gone." From the Epiphany Church (and now from the beginning of the Gremyachi Mountain) to the Golden Embankment and further. The right bank of the Pskov River turns into a place to make profit. So far, this is only this desire leads developers hidden under a sonorous word - investors. All, without exception, investors swear to the love of Pskov and in local patriotism, but the results, now visible, say the opposite.

Let's try to talk in the language of investors.

If you, gentlemen, want to make profits using the interest, attraction and love of tourists for Pskov, then what can this be called? Buying the city.

And when buying it is supposed to pay, you know this well.

By poverty, of course, the city can also sell, but its price now (and not in the distant future) is the implementation of federal and local laws. Its price is a new architectural appearance worthy of Pskov, and not the creation of helpful and flexible architects.

There is a bitter gap between the architectural thought, directed into the comfortable future of our city, and real reality - our life environment, especially in the center of Pskov. It is no secret that the renewal of territories is more expensive than construction on free land. Nevertheless, wealthy (in financial sense) people invest funds to build prestigious houses in the center, often live up unsanitary sites, and improve the territory. For their money and torment at instances, homeowners demand the fulfillment of their personal desires: a house, as in a picture in a bright calendar, a “under the old man”, or an avant-garde-spil with a rooster, and higher than other churches.

Pskov, therefore, has been preserved so far better than other cities, which has a whole system of security zones in the city center. Special development modes allow you to preserve not wastelands and garbage dumps that the architectural public reproaches many generations of the authorities, and the fact that they, the authorities, are not given to see-the historical and cultural environment of Pskov. Destitute, but still alive.

However, the regimes of security zones can be favorably sold. This is the case of a state body for the protection of historical and cultural monuments. But with the contest "Gaten" there was an incident.

Ugly story

The Scientific and Production Center of the Committee on Culture of the Administration of the Pskov Region (hereinafter in the text of the NPC) sold to the customer, "Insante", and stagnant goods. To justify and recommendations of modern construction at the mouth of the Pskov River, the NPC businessmen used information, or long -outed, or related to other areas of the city.

I read “Urban Planning Studies of the Historical Quarter of the city of Pskov within the boundaries of L. Zakozhsky streets, Nabat and northwestern part of the serfs. walls of a roundabout city ”, released under reputable“ hats ”. Here is the Ministry of Culture of the Russian Federation, and the Culture Committee of the Administration of the Pskov Region, and the Scientific and Production Center for the Protection of Monuments of History and Culture, and the signature of the head of the center V. M. Musiychuk and the chief architect of the project V. A. Zyubritsky.

I read an explanatory note and do not believe my eyes: yes, this is my work, performed in 1980 and 1981, to restore the fortress walls, which have long been restored along the Great River, from the mouth to the Varlaam tower and further to the street. L. Zakozemsky. The literally written off, albeit with primitive dexterity: part from the beginning, part - from the end, part from one volume, part from another: so in high school they teach to compile “middle” students in order not to strain and not confuse too much.

Of course, the construction story and a number of specific research can be interesting to the investor and architects, but many data are now outdated, since the study of the history of Pskov has advanced significantly over the past 20 years.

Sails (by name) sections of the mentioned “urban planning” for the development of the mouth of the Pskov consist of quotes collected from the work on territories near the Church of the Epiphany (!) And at the Pokrovskaya tower (!). The work on the fraud was carried out large, but completely meaningless, since urban planning conditions are different everywhere and recommendations, respectively, also. Should be. But an individual analysis is an incomprehensible work for the design and estimate group of the NPC, to write off a stranger, of course, easier and more profitable. What are the problems? Everything lies at hand, in his archive, but I wonder where the NPC has the work that the DSC ordered two years ago?

I will also add that in addition to writing off from unpublished work, the NPC wrote out large fragments and from published work by I.K. Labutina, N. M. Tkacheva, scientific reports and descriptions of the Varlaam tower, archival extracts, without making a single reference to the authors who really worked with the monuments.

Two conclusions follow from here:

1. The regimes of the security zones of the “Insante” and the NPC are not needed at all, and the documents are simply an excuse to pay for “scientific papers” of civil servants and a guarantee of their further “friendship”.

2. Documents made by the NPC distort the real urban planning situation and cannot really help in the design of new complexes.

For competitive design, the architects issued the recommendations of the NPC written off from other territories. The architects did not know this and tried to combine the incompatible, not suspecting deception. They read, read, and in the end this was what: those architects who trusted their intuition and carefully examined the site for the future hotel did not take into account the recommendations of the NPC and, as a result, created projects organically inscribed in the city landscape.

The same architects who carefully took into account the recommendations (as it should actually be in the competitive work), so, these architects did not fit into the panorama so beloved by all Pskov-River, Krom and the Great.

Therefore, all the projects of the competition “The Plant”, including the winner, turned out to be contradictory and could not put forward a creative idea worthy of the architectural tradition of Pskov. Thanks to the NPC, now everyone will understand that you can build anything without any modes. After all, the Gorosorgan itself, in the protection of monuments in his documentation, said: “To establish culture, only a certain memory is necessary, which determines its continuity and unique content.” (p. 89, chap. VI, allocated by the author).

Ugly memory

Foggy in form, but understandable in “unique content”, thought directly contradicts both the spirit and the letter “law on objects of cultural heritage”, accepted just a year ago. It is significant that it is in this line of “a certain memory” that the regional state protection body of history and culture monuments has been floating for a long time, resolving the demolition of local monuments, and in return proposes to leave the “memory of houses” in the images of modern architecture. We see a lot of this memory and is it worthy of lost?

According to the latest information, the head of the NPC for the protection of monuments V. M. Musiychuk is going to be permitted for leasing to the Director of Pskov-Alko V.V. Salopov Monuments of Gremyachi Mountain, for the construction of an elite hotel. Residents of Pskov can say goodbye to Gremyachi Mountain. Since access to the monuments guaranteed by law will be stopped, or V.V. Salopov will begin to sell, in addition to alcohol, the landscape of the Gremyachi Mountains. But the competition must be organized for sure. Maybe this time it will be calculated with benefit and benefit for the city.

The anniversary days set up the Pskovichi in a peaceful, solemn way. At the opening of the city holiday in the Pskov Kremlin, great music sounded, the words were said about the great Pskov. But life does not end with the holiday. The word should follow the case, not ambiguous and not crafty, as well as great. In the early years of the XXI century, the cornerstone of the future Pskov is laid. Why is this done only at the whim of money?
