On August 28, it was announced the creation of a public council to monitor violations during the election campaign related to incitement of inter-religious and inter-ethnic hatred. Russian Minister for Ethnic Affairs Vladimir Zorin warned politicians against inciting "national and religious passions", urged them to show respect for Russian citizens, regardless of their nationality, race and religion, and said that the criminal article for inciting hatred would be "applied more often in the upcoming elections, than it was before."
