Security forces are again encroaching on the Code of Criminal Procedure

On February 24, 2004, Novye Izvestia published a report on the All-Russian Interdepartmental Scientific and Practical Conference "Constitutional Protection of Citizens' Rights from Criminal Encroachments by the Norms of Criminal Procedure Legislation."

Speaking at the meeting, the head of the Main Directorate of the Criminal Investigation Vladimir Gordienko strongly recommended returning to the practice of detaining suspects without charge for 14 days (now 48 hours), and also expressed dissatisfaction with the fact that the Code of Criminal Procedure does not contain a provision on charges in absentia and arrest in absentia.

Mikhail Grishankov, First Deputy Head of the State Duma Committee on Security, commented on this speech, saying that the Duma had not yet received such proposals from the Ministry of Internal Affairs: “Most likely, this is a private opinion and the wish of Mr. Gordienko. although a 14-day detention would make the work of our law enforcement agencies easier . "

However, such a statement does not inspire confidence. Following the organized "attack" on the competence of the jury, it seems that they are trying to repeat this in relation to the Code of Criminal Procedure. At least the “hard lot” of Russian policemen within the framework of the existing Criminal Code and Code of Criminal Procedure was devoted to the thematic page of the newspaper “Rossiya” published literally two days after V. Gordienko’s statements under the characteristic title “National Security”.
