On March 20, 2004, the Duma deputies voted in favor of the bill introduced by V.V. Putin on the formation of the Perm Territory, together with an amendment that contains the following paragraph: “ In the event of early termination of the powers of the head of any of the merging regions, their elections are not held,. .. the acting governor of the Perm region or the Komi-Permyatsk Autonomous Okrug is appointed by the President of the Russian Federation " .
On March 26, the President signed the law approved by the Duma and the Federation Council. And now in the near future we can expect the appointment of acting president. governor of the Perm region, since the current governor Yu. Trutnev was recently appointed Minister of Natural Resources of Russia.
Although the Constitution of the Russian Federation does not enshrine the electability of the heads of regions, but in fact, by now, such a tradition has developed, therefore, with the above-mentioned bill, V.V. Putin creates a precedent for appointing the head of a constituent entity of the Russian Federation.
