The final report "Hate Speech in the Election Campaign and Outside of It. Press Monitoring: September 2003 - March 2004" is posted on our website.

Our work took place in the conditions of parliamentary and presidential election campaigns, which determined the peculiarities of this report. It is divided into three parts.

The first is the so-called standard monitoring, i.e. monitoring aimed, as before, at identifying and classifying hate speech in the media we study. It was conducted on a limited number of publications - 10 federal newspapers and 5 newspapers of five constituent entities of the Russian Federation: Krasnodar Territory, Ryazan, Irkutsk and Perm Regions and St. Petersburg - based on the methodology developed at the previous two stages.

The second part is pre-election monitoring, on the parliamentary campaign. In it, we were primarily interested in the use of hate speech by the participants in the campaign. In addition, it included a much wider range of sources (74 editions). Additional classifiers have been developed that allow us to more fully reflect the specifics of the Hate Speech used in the parliamentary campaign and identify its party-ideological orientation and affiliation.

The third part is a review of the media outside the formal monitoring framework. This review is naturally divided into periods of parliamentary and presidential campaigns.

A feature of the current stage of the project is that we have abandoned the previous practice of silence about the authors of Hate Speech. As in the tape of significant manifestations of Hate Speech, the authors are indicated, so in the proposed report, for the first time, the "rating" of publications is included.
